On the morning of January 23, the Emulation Cluster No. 8 under Vietnam Social Security (VSS) held a conference to review emulation and commendation activities in 2025 and to deploy tasks for 2026.

Emulation Cluster No. 8 consists of six units, including Dong Nai Provincial Social Security serving as the cluster leader, along with the social security agencies of Vinh Long, Tay Ninh, Dong Thap, An Giang, and Ca Mau provinces. In 2025, the Emulation Cluster No. 8 implemented in a coordinated and effective manner numerous patriotic emulation movements launched by the Prime Minister, the Ministry of Finance, and Vietnam Social Security.
Notably, the units actively integrated emulation movement “For the Poor – Leaving No One Behind” into their professional tasks and local social welfare activities. The units mobilized resources to donate voluntary social insurance books and health insurance cards to disadvantaged people; supported the construction and repair of houses for poor and near-poor households; and contributed to social welfare funds, thereby helping ensure access to social insurance and health insurance policies for vulnerable groups, affirming the pillar role of the social security sector in the national social welfare system.
Under the emulation movement “The whole nation joins hands to build new-style rural areas,” the social security agencies of provinces proactively advised local Party committees and authorities on implementing health insurance and social insurance policies for rural residents; coordinated the effective management and use of funding sources; and facilitated administrative procedures, contributing to improving healthcare and social welfare criteria in new-style rural development.
In particular, through the emulation movement “Digital transformation of Vietnam Social Security for sustainable development of national social welfare,” the units actively digitized records and data, expanded online public services, connected and shared data with the National Population Database, and promoted the use of citizen ID cards and the VNeID application in health insurance-covered medical examination and treatment. These efforts helped shorten processing times, reduce social costs, and enhance management efficiency.

In addition to centrally launched emulation movements, social security agencies of provinces in the Cluster also proactively organized thematic emulation campaigns linked to contribution collection, expansion of participation in social insurance, health insurance, and unemployment insurance; reduction of late payment arrears; administrative reform; and improvement of the quality of policy and benefit settlement. These movements created a vibrant competitive atmosphere, fostered initiative and creativity among officials and employees, and played an important role in enabling the Emulation Cluster No. 8 to exceed all targets assigned by Vietnam Social Security in 2025.
By the end of 2025, the entire Emulation Cluster No. 8 recorded more than 3.2 million participants in social insurance, over 2.6 million participants in unemployment insurance, and more than 19 million participants in health insurance, with health insurance coverage reaching 95.2% of the population. Total revenue from social insurance, health insurance, and unemployment insurance across the cluster exceeded VND 92.3 trillion, surpassing the assigned plan. The settlement of benefits, payment of pensions, social insurance and unemployment allowances, and reimbursement of health insurance-covered medical expenses were carried out promptly and in accordance with regulations, ensuring the rights of participants.
According to Pham Minh Thanh, Director of Dong Nai Social Security and Head of the Emulation Cluster No. 8, in 2026, the cluster will continue to renew the content and forms of emulation, linking emulation closely with service quality for citizens and businesses. At the same time, it will focus on sustainably expanding participation in social insurance and health insurance, accelerating administrative reform and digital transformation, and improving the effectiveness of commendation work, promptly identifying and replicating exemplary models, striving to successfully fulfill all tasks assigned by Vietnam Social Security.
