The Dong Nai Provincial People’s Committee has issued Plan No. 19/KH-UBND on the implementation of gender equality and the advancement of women across the province in 2026.

The plan aims to strengthen the leadership of Party committees, authorities, and mass organizations at all levels, with a view to creating a substantial shift in awareness and action through the application of digital technologies and the renewal of communication and outreach approaches.

According to the plan, gender equality efforts in 2026 will be implemented practically and effectively, avoiding formality, and combining traditional and digital communication methods in a balanced way, tailored to each target group and region. Digital transformation and the application of information technology will be strengthened to quickly and widely disseminate policies and laws on gender equality to the public and businesses, with particular focus on young people and workers in industrial zones. At the same time, the province will focus on the coordinated implementation of measures to maintain and improve gender equality indicators, while proactively preventing and responding to gender-based violence, including violence in the online environment.

The plan clearly defines leadership and management tasks through the formulation and issuance of strategic plans for the 2026–2030 period; the implementation of guidance on gender equality and the advancement of women to ensure uniform action across the province; the consolidation of Committees for the Advancement of Women at all levels; and the review of the implementation of gender equality indicators in the new-style rural development programme.

Communication and awareness-raising efforts will focus on digital communication themes, diversify outreach formats across mass media, grassroots information systems, and digital platforms, and include organizing seminars, forums, and communication contests on gender equality.

In addition, the province will prioritize strengthening the system of support services for victims of gender-based violence, enhancing counseling, assistance, and inter-sectoral service coordination, while implementing the collection and management of digital data on gender-based violence. Gender mainstreaming will be carried out across labor and employment, education and training, healthcare, politics, and public administration, in conjunction with capacity-building for female officials, digital skills training, and the development of a safe, gender-bias-free environment.

The plan also outlines tasks related to digital transformation in gender equality work, including the development of digital data platforms, research into the application of online support models, enhanced communication on online safety, and the mobilization of universities and colleges to participate in digital content creation. Training and capacity-building activities will be carried out for officials, pupils, students, workers, and the general public, alongside inspections and oversight to ensure compliance with laws on gender equality, female labor, and the prevention and response to gender-based violence.

The provincial People’s Committee assigned the Department of Home Affairs as the standing agency to take the lead in advising and urging the implementation of the plan. Meanwhile, relevant departments, agencies, localities, and units are required to implement in a coordinated manner, in line with their assigned functions and responsibilities, to ensure effectiveness.
