The plan is designed to effectively implement the National Strategy on Gender Equality, aiming to narrow gender gaps and create conditions for both men and women to participate and benefit equally in all areas of social life, thereby contributing to the province’s sustainable development.

Under the plan, by 2030, Dong Nai strives to ensure that at least 90% of residents have access to information on gender equality through mass media and the province’s digital platforms, with 80% of the population acquiring basic knowledge of gender equality. Awareness of gender equality among different community groups is expected to increase by 10–15% compared with 2025.

Annually, 100% of Party organizations, authorities, administrative agencies, departments, sectors, and mass organizations at all levels will be disseminated and updated with information on gender equality laws and policies (at least four sessions per year) and will be committed to implementing gender equality.

Each year, 100% of departments, sectors, mass organizations, and localities will develop plans and implement activities for the Action Month for Gender Equality and the Prevention and Response to Gender-Based Violence (November 15–December 15), with unified themes and practical, coordinated activities across the province.

To achieve these goals, the province emphasizes innovation in communication formats and channels, prioritizing the application of digital technology and social media platforms such as Zalo, Facebook, TikTok, and official community groups to enhance outreach and effectiveness across all population segments. In addition to traditional news articles, the production of concise, easy-to-understand products—such as infographics, short video clips, and electronic leaflets—will be promoted to suit residents’ mobile information consumption habits.

The grassroots broadcasting system (ward and commune loudspeakers) will be leveraged in combination with community Zalo groups in residential areas to deliver gender equality information to every household, especially in remote and disadvantaged areas and ethnic minority communities.

Enterprises and social organizations will be encouraged to sponsor and support resources for communication efforts or to integrate gender equality content into corporate culture activities and workers’ festivals.

In addition, gender equality and the prevention of sexual harassment will be integrated into extracurricular programs to build a safe school environment. Students will be encouraged to participate in the province’s digital content creation contest on gender equality and to proactively produce communication products (videos, podcasts) for publication on school channels.
