Land clearance is a critical phase that determines the progress of project implementation and the effectiveness of investment capital utilization. To fulfill this task and contribute to driving double-digit economic growth, Dong Nai province has, since the very beginning of 2026, directed a strong and focused effort on land clearance efforts.

The provincial authorities hope that with early and coordinated involvement from all levels of the political system, the bottlenecks in land clearance will be swiftly resolved, thereby creating momentum for the rapid deployment of projects.
Flexible in implementation
In recent times, under the leadership of the Provincial Party Committee, the decisive direction of the Provincial People's Committee, and the coordinated engagement of the entire political system, the province's compensation, support, and resettlement have achieved many positive results. These efforts have made an important contribution to the implementation of key infrastructure works and projects, promoting socio-economic development, and enhancing the effectiveness of public investment disbursement.
Nguyen Tuan Anh, Member of the Provincial Party Standing Committee and Director of the Department of Agriculture and Environment, stated that the department has proactively engaged with the Department of Land Administration. It has also submitted recommendations and comments to central authorities, which have been taken into consideration, laying the groundwork for gradually removing the “bottlenecks” in the mechanisms and policies concerning land clearance. The department has also advised the Provincial People's Committee to issue several legal documents to implement land clearance tasks.
Also according to the Director of the Department of Agriculture and Environment, to improve the effectiveness of compensation, support, and resettlement work, and to accelerate land clearance for key infrastructure projects, several solutions must be implemented in a coordinated manner. First and foremost, it is essential to effectively implement the Resolution No. 254/2025/QH15, dated December 11, 2025, by the National Assembly on mechanisms and policies to address difficulties in the enforcement of the Land Law, as well as the upcoming decree of the government guiding its implementation. The province has also issued a land price adjustment coefficient as a basis for calculating compensation when the state reclaims land and determining land use fees.
Regarding land clearance tasks, the province has recommended that the central government approve the Project on Special Mechanisms and Policies for the Development of Dong Nai province at an early stage. This would enable advanced implementation of investigation, survey, measurement, and inventory work to support the preparation of compensation, support, and resettlement plans. This is considered a “one-step-ahead” mechanism that helps shorten land clearance time for projects and lays the foundation for double-digit growth.
Additionally, several other solutions include reviewing and allocating land reserves to build modern, integrated resettlement areas with complete infrastructure and essential services. Flexible resettlement options have been applied flexibly, including land, housing, and social housing, in line with the needs of the local population. The People's Committees of communes and wards have effectively carried out compensation, support, and resettlement. Investors have timely allocated funds to provide timely compensation and support payments to affected residents.
As the locality is implementing several key projects, Pham Duc Hoang, Vice Chairman of Tran Bien Ward People's Committee, stated: "To ensure the timely progress of these projects and contribute to the province's double-digit economic growth, the ward will maintain and strengthen comprehensive leadership, with direct and thorough oversight from the Party Committee. A specialized resolution will be issued, linking the results of land clearance to the evaluation and ranking of Party organizations and members."
He added that the ward will continue to promote the role and responsibility of leaders as role models, engaging in direct dialogue, monitoring, and resolving obstacles at the grassroots level. The approach of “going door to door, knocking on each house, meeting each household” will be leveraged to communicate, advocate, and create public consensus on the projects.
Furthermore, Tran Bien ward will prioritize building a contingent of competent, capable, and ethical officials responsible for compensation and land clearance. The skills of public mobilization will be strengthened to ensure transparency, democracy, and timeliness. Cooperation between the Party Committee, local government, the Fatherland Front, and mass organizations will be enhanced to ensure effective communication, monitoring of policy implementation, and the protection of citizens' legitimate rights.
Proactively securing land fund for resettlement
At the conference reviewing the 2025 performance and outlining tasks for 2026 of the Provincial People's Committee on January 12, Truong Thi Huong Binh, Member of the Provincial Party Standing Committee and Director of the Department of Finance, emphasized that land clearance is one of the tasks that must be prioritized in the early months of 2026 to accelerate public investment disbursement and the progress of key infrastructure projects. Land and resource-related obstacles must be thoroughly addressed within the first six months of the year so that, once contractors are selected, projects can commence immediately.
To achieve this goal, the Director of the Department of Finance suggested that the People's Committees of communes and wards urgently review and reorganize their teams, assigning qualified personnel to handle compensation and land clearance tasks. Additionally, they should assess the compensation process and timeline for each project, proactively forecast and resolve potential issues to ensure the timely handover of land to investors. Public mobilization and communication efforts must be thorough and effective; in cases of non-compliance, forcible measures will be taken in accordance with the law.
Moreover, investors are urged to closely coordinate with local authorities to complete the necessary procedures and compensation documentation. The Department of Finance will collaborate with local authorities and investors to address challenges related to land valuation, land-use fees, and compensation for land clearance.
Nao Thien Anh Minh, Deputy Director of the Department of Construction, noted that in 2026, Dong Nai province will continue to prioritize the development of transport infrastructure as a strategic breakthrough. Based on this direction, the province will focus its resources on accelerating key projects. To facilitate land clearance, the Department of Construction will proactively cooperate with the Department of Agriculture and Environment, the Provincial Land Development Center, and local authorities to review and assess resettlement needs, ensuring timely and adequate arrangements for residents.
In his speech at the conference, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that to achieve the target of double-digit economic growth this year, departments, sectors, and localities must innovate their approach, with clear objectives, responsibilities, and measurable outcomes. Regarding land clearance, the Chairman of the Provincial People's Committee instructed the People's Committees of communes and wards to consider this as a key priority. Party secretaries of the communes and wards must closely monitor and promptly resolve difficulties and obstacles at the grassroots level.
"Land clearance is a crucial task for socio-economic development. The province and localities must include land clearance targets in their operational plans, with specific timelines and progress markers. Additionally, adequate resettlement areas must be developed to facilitate land acquisition and improve the quality of life for residents," Chairman Nguyen Van Ut stressed.
