The 11th National Patriotic Emulation Congress is taking place with a strong message of innovation, creativity, and aspiration for national development. What truly draws public attention, however, is not grand slogans but the real individuals who have turned the spirit of emulation into practical action. Nguyen Van Vien is one such exemplary figure.

During the implementation of the two-tier local government model, Nguyen Van Vien, a well-trained official with many years of experience at the provincial level, was assigned to Phu Hoa Commune to serve as Chairman of the Commune People’s Committee.

The 11th National Patriotic Emulation Congress is scheduled to take place over two days, December 26 and 27, 2025, at the National Convention Center in Hanoi. On this occasion, Nguyen Van Vien is honored with the title of National Emulation Fighter, which recognizes his sustained efforts, creativity, and dedication as both a scientific professional and a manager who consistently links theory with practice.

Notably, his achievements are not measured by the number of positions he has held, but by his consistent choice of innovation as a method of action. Whether serving as Director of the Center for Science and Technology or Head of the Planning and Finance Division of the Dong Nai Department of Science and Technology, he has always raised a practical question: how can science and technology move beyond laboratories and directly benefit people’s daily lives? This mindset enabled the units under his leadership to repeatedly fulfill their tasks with excellence, building credibility and a strong reputation through tangible results recognized by central-level authorities.

His patriotic emulation spirit was most clearly demonstrated during the most challenging times. In the midst of the COVID-19 pandemic, while many localities were struggling to find solutions, drawing on practical management experience and scientific research, he and his colleagues developed a series of highly practical products, including automatic temperature scanners, disinfection chambers, rice ATMs, and online conferencing software. Each initiative not only contributed to effective pandemic prevention and control but also helped ensure social welfare and maintain the continuity of local government operations in unprecedented circumstances. His contributions are not merely a formality, but timely, appropriate, and socially responsive action.

Being recognized for many consecutive years as having excellently fulfilled assigned tasks, receiving the Creative Labor Certificate, provincial-level science and technology awards, and other commendations is more than personal recognition. It represents a working approach that places serving the people effectively as the highest benchmark of emulation.

In July 2025, entrusted with the position of Chairman of the People’s Committee of Phu Hoa Commune, he entered a new working environment, staying closer to the people and more deeply rooted in reality. At the grassroots level, his spirit of innovation and creativity found even greater scope, as emulation movements were closely aligned with socio-economic development tasks, administrative reform, and the building of a strong and effective local government from the ground up.
