On the morning of December 19, along with many other key infrastructure projects across Dong Nai Province and nationwide, the technical opening ceremony of Ho Chi Minh City’s Ring Road 3 Project, specifically the section passing through Dong Nai Province (Component Project 3), was officially held.

Attending the ceremony were: Vo Tan Duc, Deputy Secretary of the Provincial Party Committee; Ha Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Standing Committee of the Vietnam Fatherland Front Committee of the province; Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; Nguyen Huu Nguyen, Member of the Provincial Party Committee, Vice Chairman of the provincial Vietnam Fatherland Front Committee and Chairman of the provincial Farmers’ Association; Tu Nam Thanh, Member of the Provincial Party Committee, Party Committee Secretary and Chairman of the People’s Council of Nhon Trach Commune; along with representatives of relevant departments, agencies, units and localities within the project area.

Component Project 3 of Ho Chi Minh City’s Ring Road 3, which runs through Dong Nai Province, has a total length of approximately 11.26 kilometres and is managed by the Dong Nai Provincial Construction Investment Project Management Board. The route begins at its connection with the Ben Luc–Long Thanh Expressway Project in Phuoc An Commune and ends at Nhon Trach Bridge in Nhon Trach Commune. The project has a total investment of nearly VND 2.6 trillion, sourced from the state budget.
The contractual construction period is three years (2023–2026). Once completed, the expressway will have eight fully developed lanes with a design speed of 100 km/h. Parallel service roads on both sides will include at least two motor vehicle lanes and one non-motorized lane per side, with a design speed of 60 km/h. In Phase I, the expressway will be built to half of its complete cross-section, consisting of four lanes on the left side of the alignment, with a cross-sectional width of 19.75 meters. The parallel roads will be constructed with two lanes for motor vehicles.

During the implementation process, the project encountered numerous challenges, including difficulties with land clearance, the need to adjust the design of several components to ensure consistency with other projects of Ho Chi Minh City’s Ring Road 3, shortages of embankment fill and construction stone, and adverse weather conditions. Despite these obstacles, the project owner, together with local authorities and construction units, made concerted efforts to coordinate and accelerate progress, enabling the project to be completed on schedule and opened to technical traffic simultaneously with many other key infrastructure projects.

Speaking on behalf of the provincial leadership at the ceremony, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee Ho Van Ha affirmed that this is a key project of great importance in Dong Nai’s infrastructure investment and development process. The route plays a vital role in connecting Dong Nai Province with Ho Chi Minh City, Tay Ninh Province, and other provinces in the Southeast and Southwest regions, and vice versa. The project is expected to drive the province’s industrial, urban, and logistics development in a modern and sustainable direction.
In addition, this is one of the strategic routes linking to Long Thanh International Airport and the province’s expressway network, helping to ease traffic congestion, facilitate goods transportation, promote trade exchange, and boost economic growth in Dong Nai and the wider region.
The technical opening marks a significant milestone, laying the groundwork for the project's timely completion and operation, to fully complete the entire route by June 30, 2026.
Commending the efforts and achievements of the project owner and construction units, provincial leaders urged the investor to maintain close oversight and decisive management following the technical opening ceremony, ensuring both quality and progress throughout the remainder of the construction period. Contractors were urged to stay on schedule, mobilize machinery and labour, complete the project, and put it into operation promptly to meet public expectations.
Relevant departments, sectors, and local authorities in the project area were also asked to uphold a spirit of unity and collaboration, and to continue coordinating with the investor, contractors, and supervision consultants to ensure effective construction management. This undertaking will help ensure the project is completed on time and in accordance with quality standards.
