Supporting small businesses in the tax declaration

As part of the 60-day high-intensity campaign by the tax sector to transition household businesses from the lump-sum tax regime to the declared tax system, effective compliance requires close coordination and support from solution providers. Their involvement is essential in helping businesses adopt the new tax management model, use electronic invoices, and implement online financial solutions.

To meet these requirements, the Dong Nai Tax Department has closely coordinated with organizations such as VNPT Dong Nai, Agribank Dong Nai branch, and Vietcombank Bien Hoa branch to jointly guide and support small businesses in fulfilling their tax declaration obligations.

Providing optimal solutions for small businesses

Over the past month (from November 1 to the present), the Dong Nai Tax Department, in collaboration with solution providers and banks, has intensified efforts to promote, implement, and support small businesses in understanding tax laws and operating electronic invoices. This endeavor encompasses both tax-authority-issued e-invoices and e-invoices generated from cash registers, aiming to achieve 100% compliance with tax declaration requirements as of January 1, 2026.

To support the shift to the declared tax system, tax authorities, their partner solution providers, and banks have been offering small businesses optimal solutions and incentives, while providing practical guidance to ensure each business adopts the most effective tax declaration model.

According to VNPT Dong Nai, the province currently has approximately 48,000 enterprises, but over 100,000 small businesses. The number of small businesses using electronic invoices remains relatively low, as many have long relied on traditional trading methods and are hesitant to adopt technological solutions.

Sharing the scope of collaboration and the solutions that VNPT Dong Nai will provide alongside the tax authorities, during the signing ceremony on November 26 for digital transformation and electronic invoice implementation for small businesses, Nguyen Huynh An Phu, Deputy Director of VNPT Dong Nai, stated that VNPT is fully committed to supporting the Tax Department and small businesses in the 60-day high-intensity campaign to transition from the lump-sum tax to the declared tax system. He emphasized that this initiative aligns with VNPT’s role in implementing policies to promote private-sector development, in line with Resolution 68-NQ/TW dated May 4, 2025, of the Politburo on private-sector development, as well as the Ministry of Finance and General Department of Taxation’s plans for transforming the tax management model for small businesses. According to Phu, the transition in tax management models is a crucial foundation for promoting the development of small businesses into full-fledged enterprises in accordance with national policy.

VNPT Dong Nai aims to collaborate with the Tax Department and household businesses to offer the most straightforward and efficient solutions for managing taxes and business operations on electronic devices. Through this application, household businesses can record sales, report revenue, issue electronic invoices, file tax declarations, and fulfill tax obligations directly from their smartphones with minimal effort.

To help small businesses access technology for management and tax declaration, VNPT Dong Nai has launched a six-month free service package. This program offers free installation of VNPT’s tax declaration app, a digital signature, and 1,000 electronic invoices from cash registers. Additionally, VNPT Dong Nai has assigned staff to provide hands-on guidance for small businesses upon request across 95 communes and wards throughout Dong Nai province.

Continuing to support small businesses

As one of the sectors consistently supporting small businesses in effective tax filing and payment, banks have recently been actively assisting them in opening accounts and guiding them to use online financial services effectively.

During the cooperation signing ceremony with the Tax Department on November 20, Nguyen Thi My Dung, Director of Vietcombank Bien Hoa branch, shared that the bank is committed to providing the best services and technological solutions to further promote economic development, particularly in implementing Resolution 68-NQ/TW of the Politburo.

According to Nguyen Thi My Dung, the promotion of electronic invoice declaration for small businesses is being strongly encouraged. Tax declaration helps ensure transparency in the financial and commercial activities of small businesses. As a financial institution, Vietcombank Bien Hoa is prepared to collaborate in modernizing and advancing technology in the tax sector, thereby reducing cash usage, increasing transparency and fairness, and creating a level, modern business environment that supports sustainable development.

The Director of Vietcombank Bien Hoa branch also expressed the bank’s expectation that the Tax Department will continue to facilitate its efforts to promote tax awareness and implement preferential service packages. At the same time, the bank aims to collaborate closely with the Tax Department to offer guidance, address inquiries, and facilitate small businesses' access to the bank’s online financial services. Additionally, through customer engagement sessions, Vietcombank Bien Hoa plans to offer preferential interest rates to clients who file tax declarations, make online tax payments, and support small businesses in accessing concessional loans more effectively.

Speaking about the collaboration and support from solution providers and banks, Nguyen Toan Thang, Director of the Dong Nai Tax Department, emphasized that from the outset, the tax sector has worked closely with these partners to support household businesses in transitioning to the new tax management model.

Throughout the implementation process, the Tax Department has highly valued the contributions of solution providers and banks, who have worked alongside local tax offices to guide household businesses in 95 communes and wards, providing hands-on, step-by-step support to each business.

Nguyen Toan Thang expressed hope that these partners will continue to accompany the tax sector in effectively delivering transition solutions to household businesses, including online financial services, thereby laying a solid foundation for their development into full-fledged enterprises.
