Strengthening discipline and order to drive development momentum

The year-end session of the Dong Nai Provincial People’s Council marked an important milestone in the province’s development process. Speaking at the session, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, emphasized that in 2025, Dong Nai achieved unprecedentedly strong and impressive achievements. The province’s GRDP grew by 9.63 percent, the highest rate in many years and exceeding the target assigned by the Government. State budget revenue surpassed 100 trillion VND for the first time. These figures not only reflect strong economic momentum but also demonstrate the clear effectiveness of decisive governance, particularly the tightening of administrative discipline and order, which enabled Dong Nai to meet and exceed its set objectives.

Since the beginning of 2025, Dong Nai province has clearly identified that achieving a development breakthrough requires, first and foremost, innovation in leadership and governance methods. This approach has been implemented more decisively since the provincial merger on July 1, 2025. Departments, sectors, and localities are required to carry out socio-economic development tasks with a strong sense of determination, clearly defining responsibilities, assignments, accountability, timelines, and outcomes. The province has consistently accompanied businesses, proactively addressing difficulties and obstacles related to site clearance, public investment, and key projects.

A highlight of Dong Nai’s governance in 2025 is the resolute enforcement of administrative discipline and order, alongside accelerated administrative procedure reform. The practices of responsibility avoidance, shirking responsibility, and delays in handling work have been gradually rectified. Officials and civil servants are placed under strict disciplinary frameworks, while also being encouraged to think proactively, act decisively, and take responsibility for the common good. This firm adherence to discipline helps create a more efficient administrative environment, improve the quality of services for citizens and businesses, and play an important role in driving economic growth and strengthening public trust.

The year 2026 holds special significance for the Party organization, authorities, and people of Dong Nai. It marks the first year of implementing the five-year socio-economic development plan for the 2026-2030 period, with a target of double-digit economic growth. It will also see the 14th National Congress of the Communist Party of Viet Nam, along with elections for deputies to the National Assembly and People’s Councils at all levels. Notably, 2026 is also the first year of implementing the resolution of the new-term Provincial Party Congress, setting very high requirements for renewed thinking, leadership methods, and implementation organization.

In this context, further strengthening administrative discipline and order remains a crucial requirement for driving development. Dong Nai needs to focus on several core solutions. First, greater emphasis should continue to be placed on the responsibility of heads of agencies, linking task performance outcomes with evaluations, appointments, rewards, and disciplinary measures for officials. Second, the province should accelerate digital transformation in state management, while ensuring transparency and openness in administrative procedure processing. Third, efforts should be made to build a contingent of officials who are both politically steadfast and professionally competent, with strong practical capacity and a service-oriented mindset. At the same time, it is necessary to encourage innovation and a willingness to take responsibility for the common good, ensuring that discipline does not create hesitation or fear of mistakes.

It can be affirmed that the socio-economic achievements of 2025 provide clear evidence of the effectiveness of strengthening administrative discipline and order in Dong Nai. As the province enters 2026, a pivotal year for a new development phase, maintaining and further elevating discipline will be the key to enabling Dong Nai to achieve its set objectives, sustain breakthroughs, and pursue rapid and sustainable development. This initiative will contribute to building Dong Nai into a green, prosperous, civilized, and modern province, worthy of its role as a major growth pole of the Southeast region and the country.
