Proposed assignment of the provincial People’s Committee as the lead agency for the Ben Thanh – Suoi Tien metro line extension project to Long Thanh airport

On December 9, during the 8th year-end session of the 10th Dong Nai Provincial People's Council, the Provincial People's Committee submitted to the Provincial People's Council a draft Resolution to designate the Provincial People's Committee as the competent authority responsible for implementing the Investment Project to extend the Ben Thanh - Suoi Tien metro line to the Provincial Administrative Center and Long Thanh International Airport, using the public-private partnership (PPP) method. The project will run through the territories of two provincial-level administrative units (Dong Nai province and Ho Chi Minh City).

Submitting this draft resolution to the Provincial People’s Council for approval will establish a key legal basis for Dong Nai to coordinate with Ho Chi Minh City to complete procedures, attract PPP investment, and implement the project. The extension is expected to enhance transport connectivity between the two localities as Long Thanh International Airport is nearing operations.

According to the Provincial People’s Committee, the current transportation links between the two key localities in the Southeast region depend mainly on road networks, while the sharp increase in traffic volume has resulted in frequent congestions on major routes such as National Highway 1 and National Highway 51. Despite the construction of several regional connector roads and expressways, current capacity still falls short of expectations, especially as Long Thanh International Airport is about to become operational.

Implementing the proposed metro extension project or an urban railway will be essential for shortening travel times, reducing pressure on the road system, and improving the efficient operation of the two largest airports in southern Vietnam. It will provide the two biggest airports in southern Vietnam – Tan Son Nhat International Airport and Long Thanh International Airport – with the fastest and most convenient connection.

The extended metro line will be over 41 km long, divided into three main sections: Section 1 runs from Station S0 to the Provincial Administrative Center Station (SC) and is more than 6 km; Section 2 extends from Station SC to Station SA,  the interchange with the Thu Thiem–Long Thanh railway, covering over 28 km; and the final Section 3 is a new route that leads to Long Thanh International Airport.

The preliminary total investment is estimated at over 60 trillion VND, including more than 4.3 trillion VND for compensation, support, and resettlement. The project is planned to run from 2025 to 2029.

Regarding this project, on December 5, 2025, the Provincial People’s Committee issued Official Letter No.11333/UBND-KTN to the National Assembly’s Economic and Financial Committee and the Ho Chi Minh City People’s Committee, requesting the addition of provisions to the draft amended Resolution No.98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City. The proposal seeks permission for the Ben Thanh – Suoi Tien metro line extension to Long Thanh to benefit from the exceptional mechanisms stipulated under Resolution No. 188/2025/QH15 of the National Assembly, which pilots several specific and excellent policies for the development of the urban railway network in Hanoi and Ho Chi Minh City.

If the above proposal is approved, the project in Dong Nai will enjoy the full special mechanisms under Resolution 188. This would facilitate better mobilization of social resources, efficient utilization of land through the TOD (Transit-Oriented Development) model, shorten investment preparation time, and speed up the urban, service, and commercial development along the transport axis linking Ho Chi Minh City – Dong Nai – Long Thanh Airport.
