Promoting the role of grassroots Party organizations

Safeguarding the Party’s ideological foundation is a vital mission, one that determines the survival of our Communist Party of Vietnam. Ahead of the 14th National Party Congress, this task has become even more urgent, holding decisive significance for political stability, contributing to the successful organization of the congress, and laying the groundwork for the country’s sustainable development.

In this effort, grassroots Party organizations serve as the “core,” the “first fortress” directly defending the ideological front, consolidating the trust of cadres, Party members, and the people in Marxism–Leninism, Ho Chi Minh’s thought, and the Party’s renewal line.

Grassroots Party organizations carry out key tasks, including: leading the implementation of political, national defense, and security missions; leading political and ideological work; leading organization and personnel work; leading Party inspection, supervision, and discipline; building Party organizations; and leading socio-political organizations.
grassroots Party organizations are the foundation of the Party and the political nucleus at the grassroots level. They directly manage, educate, and train Party members; act as centers of unity and ideological orientation for the people; translate and concretize the Party’s resolutions and directives on ideological work into reality; and serve as the first entities to detect and prevent signs of degradation, “self-evolution,” and “self-transformation” within the organization.

On June 18, 2025, the Politburo issued Decision No. 322-QĐ/TW to establish the new Dong Nai Provincial Party Committee. After the administrative restructuring, the new Dong Nai Province covers 12,737.18 km² with a population of nearly 4.5 million and 95 commune-level administrative units. The provincial Party organization consists of 99 subordinate Party committees with more than 131,000 Party members. Dong Nai is a locality with rich traditions and diversity in culture, history, ethnicity, and religion. Grassroots Party organizations have made great efforts in political and ideological dissemination and education for cadres and Party members. Many localities have established grassroots-level Steering Committees 35 and built core forces, effectively coordinating efforts in the struggle against hostile and erroneous viewpoints.

However, a portion of Party members still remains insufficiently strong in theoretical understanding and lack skills in identifying and countering harmful information, especially on social media. In the current context and with the 14th National Party Congress approaching, this task becomes increasingly urgent and holds decisive significance for maintaining political stability, ensuring a successful congress, and building momentum for the country’s sustainable development.

Ensuring every grassroots Party organization is a solid “fortress”

Resolution No. 35-NQ/TW, dated October 22, 2018, of the 12th Politburo on strengthening the protection of the Party’s ideological foundation and combating hostile and erroneous viewpoints affirms:
“Protecting the Party’s ideological foundation is protecting the Party, the Party’s Platform, and its line; protecting the people and the socialist rule-of-law State of Vietnam; protecting the cause of renewal, industrialization, modernization, and international integration; protecting national and ethnic interests; and preserving a peaceful and stable environment for national development.”

The draft Political Report of the 13th Party Central Committee presented at the 14th National Party Congress emphasizes the need to continue promoting the building and rectification of a clean, strong, and comprehensive Party; improving the Party’s leadership, governing capacity, and combat strength, with a key mission of strengthening and developing grassroots Party organizations and improving the quality of Party members. It also stresses enhancing political will, leadership capacity, skills, and professional competence in Party work for grassroots-level Party committee members and full-time Party workers.

The Resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term identifies 8 key solution groups to realize the province’s development aspirations in the new period, with a central focus on continuing Party building and rectification and strengthening the political system.

Given that position and role, several tasks and solutions need attention, including: improving the quality of political and ideological education; maximizing the effectiveness of grassroots-level Steering Committees 35; strengthening internal Party-building, linking the protection of the Party’s ideological foundation with local socio-economic development.

First, political and ideological education must be enhanced through innovation in cell meeting formats: combining the study of resolutions with seminars and dialogues; renewing communication methods; integrating digital platforms and social networks appropriately, in compliance with regulations and the law, to propagate and educate cadres, Party members, and the people on the scientific, revolutionary, and humanistic values of Marxism–Leninism and Ho Chi Minh’s thought, as well as the Party’s wise and creative leadership that has brought great achievements over 95 years of leading the revolution and in the current period.

Ahead of the 14th National Party Congress, promoting the role of grassroots Party organizations is not only a regular political duty but also a measure of the resolve and wisdom of Party members and grassroots organizations. It also forms the “shield” and “fortress” in protecting the Party’s ideological foundation, vividly demonstrating the strategic vitality that guides Vietnam toward peace, independence, democracy, prosperity, civilization, happiness, and steady advancement toward socialism.

Furthermore, it is essential to maintain, strengthen, and enhance the effectiveness of grassroots-level Steering Committees 35 and their core forces—especially young cadres with technological competency and social media literacy—aligned with Central Steering Committee 35’s Guidance No. 06-HD/BCĐTW dated July 15, 2025 on establishing and consolidating steering committees for the protection of the Party’s ideological foundation and countering hostile viewpoints at the provincial and commune levels. This ensures each grassroots Party organization firmly grasps local conditions, prevents “hot spots,” and proactively disseminates positive information on digital platforms before, during, and after the congress.

Additionally, internal Party-building must continue to be strengthened. Every Party cell, cadre, and Party member must strictly practice self-reflection and self-improvement, uphold exemplary behavior—particularly those in leadership positions.
Cadre work must be treated as the “key of all keys.” In line with the Party’s guidelines and regulations, all content related to cadre work must be carried out rigorously and in accordance with procedures—from evaluation, planning, training, and rotation to appointment and deployment—ensuring principles, democracy, objectivity, transparency, and legality, linking the protection of the ideological foundation with local socio-economic development.
The effectiveness of work, the will of the people, and public trust must be the benchmarks for evaluating the protection of the ideological foundation—also forming the “posture of people’s hearts and minds,” especially in areas with large ethnic minority and religious communities and industrial parks.
