Promoting key tasks for breakthrough development in science, technology, innovation, and national digital transformation

On December 2, the Dong Nai Provincial People’s Committee held a review conference on the implementation of Politburo Resolution No. 57-NQ/TW and Government Resolution No. 71/NQ-CP regarding breakthrough development in science, technology, innovation, and digital transformation in the province in 2025, and outlined directions for 2026.

Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, chaired the conference. Attending the event were Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Vietnam Fatherland Front (VFF) Committee in the province, along with leaders of departments, agencies, and representatives from localities across the province.

The conference was held both in person and online, connecting to 95 communes and wards throughout the province.

According to the Dong Nai Department of Science and Technology, regarding the implementation of national breakthrough targets and tasks in science, technology, innovation, and digital transformation in the province, as of early December 2025, 10 out of 45 indicators had been achieved or exceeded, while 35 out of 45 indicators are under implementation, monitoring, and evaluation. Among 84 tasks with deadlines in 2025, 39 have been completed (accounting for over 46.4%), and 30 out of 84 tasks are currently in progress within the designated timeframe.

Dong Nai is among the leading localities in developing land data; its 2025 innovation index ranks 12th out of 34 provinces and cities nationwide; and its digital infrastructure basically meets the operational needs of the two-tier local government model.

At the conference, leaders of departments, agencies, and localities, along with experts on digital transformation, shared presentations on promoting science, technology, innovation, and digital transformation in the province, including: “From Initiatives to Land Data ‘Resources’ - a Highlight in the Province’s Digital Transformation”; “Perspectives from the Grassroots in Developing Science, Technology, Innovation, and Digital Transformation in Minh Hung ward”; “Models for Breakthrough Development in Science, Technology, Innovation, and Digital Transformation - Solutions for Dong Nai”; and “Promoting Innovation in Dong Nai through University-Business Intellectual Property Development.”

Within the framework of the conference, a cooperation signing ceremony was also held to promote the “Digital Popular Education” movement between the Vietnam Fatherland Front Committee of the province, the Provincial People’s Committee, the Provincial Party Committee’s Propaganda and Mass Mobilization Department, the Farmers’ Association, the Women’s Union, and the Dong Nai Youth Union.

Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the VFF Committee in the province, shared: With the role of leading in mobilizing the entire population to participate in the movement, the VFF of the province officially launched the “Digital Literacy for All" campaign, focusing on key initiatives such as promoting the “Digital Family - Digital Residential Area” movement, organizing digital literacy and skills training in communities, and linking the movement with the “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” campaign.

“With a strong sense of responsibility and political determination, I am confident that the ‘Digital Literacy for All" campaign will bring about a new, far-reaching transformation, making Dong Nai one of the pioneering localities nationwide in promoting digital knowledge and skills for the people,” emphasized Comrade Ha Anh Dung.

In his concluding remarks at the conference, Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, emphasized that departments, agencies, and localities need to review the progress of assigned tasks on breakthrough development in science, technology, innovation, and national digital transformation in Dong Nai. This effort includes focusing on ensuring progress and quality to achieve the set targets for 2025, as well as identifying and planning the implementation of key tasks and objectives for 2026. At the same time, unit leaders must uphold their roles and responsibilities in management and direction, linking digital transformation, science, technology, and innovation with core priorities, which are crucial for the management capacity and development of their agencies and units.

The provincial leader requested relevant departments and branches, particularly the Department of Science and Technology, to accelerate the development of the digital technology industry and digital economy, implement the provincial center for science, technology, innovation, and digital transformation, effectively utilize the provincial Science and Technology Development Fund, and enhance the efficiency of Triple-Helix model (the collaboration between the State, research institutes/universities and enterprises) to promote science, technology, innovation, and digital transformation in the province.

In particular, the competent authorities must closely coordinate to finalize the implementation plan for the Long Thanh Concentrated Digital Technology Park Project, as it is a breakthrough initiative and serves as a core driver for attracting investment in the province’s strategic technologies in the coming period.

On this occasion, the Provincial People’s Committee awarded certificates of merit to agencies and units with outstanding achievements and positive contributions to digital transformation in implementing Government Resolution No. 71/NQ-CP in the province, including the Provincial Public Security, the Department of Agriculture and Environment, the People’s Committee of Dong Phu commune, and the Community Digital Technology Team of hamlet 2, Dai Phuoc commune.
