National key projects being implemented in Dong Nai province are currently filled with an atmosphere of urgent and accelerated work. Notably, two projects have been honoured by the presence of Government leaders at their inauguration and plaque attaching ceremonies in celebration of the 14th National Party Congress.

After many months of being built in the spirit of “braving the sun and overcoming the rain”, the Nhon Trach 3 and Nhon Trach 4 Power Plants, located in Ong Keo Industrial Park, Dai Phuoc commune, Dong Nai province, were inaugurated in mid-December. This project complex is among the two projects in Dong Nai selected to be designated with plagues recognizing them as “exemplary works celebrating Party congresses at all levels for the 2025–2030 term, towards the 14th National Party Congress”.
Aspiration for breakthrough development
Speaking about the distinctive features of the Nhon Trach 3 and Nhon Trach 4 Power Plants, leaders of the PetroVietnam Power Corporation, a member unit of the Vietnam National Industry and Energy Group (Petrovietnam), the project investor, stated that the two plants have a total investment of approximately USD 1.4 billion. They rank among Petrovietnam’s largest and most modern gas-fired power plants. The project involved the installation of around 40,000 tonnes of steel structures and equipment, as well as 120,000 cubic metres of concrete. It is regarded as a testament to Vietnamese expertise and intellectual capacity in mastering and implementing the world’s most advanced and complex gas power technologies.
Notably, the project applies cutting-edge technology standards, utilising GE’s 9HA.02 gas turbines from the United States, currently recognised as the world’s most advanced turbines in terms of capacity and efficiency. As a result, the plants can achieve efficiency levels of 62–64 percent while meeting stringent emissions standards. They also allow flexible fuel conversion from LNG to blended hydrogen combustion of up to 50 percent, with the potential to operate on 100 percent hydrogen in the future. Once fully operational, the Nhon Trach 3 and Nhon Trach 4 plants will have a combined capacity of 1,624 MW, supplying over 9 billion kWh annually and providing a major baseload power source for the national electricity grid.
According to Prime Minister Pham Minh Chinh, these are Vietnam’s first LNG power plants and serve as a critically important “missing piece” in strengthening national energy security while meeting the country’s requirements for rapid and sustainable development in the new period. The project stands out for its “six most” achievements: lowest investment cost, largest scale, most advanced technology, highest capacity, shortest EPC contractor selection period, and most competitive commercial electricity price.
The Prime Minister noted that beyond the strong determination of Petrovietnam and its partners, the success of the project also reflects the active role of Dong Nai province in resolving land clearance issues, as well as the contributions of local residents who gave up land for the project. In addition to contributing to national energy supply, the two power plants are expected to generate stable annual revenues of approximately VND 1 trillion for Dong Nai’s budget, supporting the province’s ambition to achieve double-digit growth in the coming years.
Currently, Dong Nai province has two projects officially designated to celebrate the 14th National Party Congress: the Nhon Trach 3 and Nhon Trach 4 Power Plants in Ong Keo Industrial Park, Dai Phuoc commune, and the air traffic management facilities at Long Thanh International Airport in Binh Son commune.
A source of pride for Dong Nai
The arrival of the first official flights at Long Thanh International Airport on December 19 marked not only a milestone for Vietnam’s aviation sector but also a historic moment for the Party organisation, authorities and people of Dong Nai province. To reach this significant day, over the past five years, thousands of households in the former communes of Binh Son, Suoi Trau and Cam Duong had to relinquish their farmland and residences to make way for the airport construction. Over the last three years, tens of thousands of domestic and international experts, engineers, workers and contractors worked tirelessly in a spirit of “three shifts, four teams”, "braving the sun and overcoming the rain," and "eating quickly and sleeping urgently" to meet deadlines set by the Prime Minister.

| The first official flight lands at Long Thanh International Airport |
Nguyen Trong Duy, a technical staff member involved in constructing the Long Thanh Air Traffic Control Centre under Component Project 2 of the Long Thanh Airport Project, shared his excitement. Before December 15, the more than 130-metre tower crane was dismantled, signalling the basic completion of the air traffic control tower. The most advanced communication and navigation equipment was installed and operated stably and smoothly, ensuring absolute safety for a technical flight on December 15 and three official flights on December 19. Witnessing these landings was an incredibly emotional and proud moment for us.
Le Hoang Minh, Chairman of the Members’ Council of the Vietnam Air Traffic Management Corporation (VATM), stated that the air traffic management facilities constitute Component Project 2 of the Long Thanh Airport Project (Phase 1). These works were appraised and recognised by the Government Party Committee as projects celebrating the 14th National Party Congress. On December 19, the VATM was honoured to welcome Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh, who visited the air traffic control tower and officially installed the plaque for the “Project celebrating the 14th National Party Congress”.
Alongside the dynamic construction momentum at Long Thanh Airport, the spirit of emulation towards the 14th National Party Congress is energising numerous other key projects across the province, including the Ho Chi Minh City’s Ring Road No. 3, Phuoc Khanh Bridge under the Ben Luc – Long Thanh Expressway, the expansion of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, and the Bien Hoa – Vung Tau Expressway. Contractors stated that continuous construction will be maintained through the end of 2025 and ahead of the Lunar New Year 2026 to achieve the highest performance in celebration of the 14th National Party Congress.
In addition to national-level projects, many provincial key projects at communes and wards are also being accelerated.
Ho Van Nam, Member of the Provincial Party Standing Committee, Party Secretary and Chairman of the People’s Council of Tran Bien Ward, said that the ward has resolved the final land clearance issues to enable construction of the central arterial road connecting Vo Thi Sau Street to An Hao Bridge, as well as Dang Van Tron Street, including Thong Nhat Bridge. The ward has urged investors and contractors to expedite the technical opening of the entire route to celebrate the 14th National Party Congress and welcome the 2026 Lunar New Year.
