In 2025, Dong Nai province’s cadre training and development efforts continued to attract close attention and guidance from the Party Central Committee’s Organization Commission, the Ho Chi Minh National Academy of Politics, and the Academy of Politics Region II, along with the consistent leadership and direction of the Provincial Party Standing Committee and the Provincial Party Executive Committee. As a result, the training and professional development courses for cadres were largely completed as planned, fulfilling the essential requirements for building and strengthening a capable pool of leaders and managers at all levels to support the restructuring of the provincial administration and the personnel deployment and appointment under current conditions.

Party committees at all levels, party organizations, and leadership bodies of agencies and units have thoroughly understood and strictly followed the Party Central Committee’s regulations, especially Regulation No. 57-QĐ/TW dated February 8, 2022, and Regulation No. 350-QĐ/TW dated August 29, 2025, issued by the Secretariat on target groups, standards, and decentralization of political theory training. Coordination among provincial departments, agencies, localities, and training institutions continues to improve, ensuring consistency, timeliness, and rigor in planning, implementation, inspection, and supervision.
Many localities and agencies have proactively selected and nominated cadres included in planning and with development potential to participate in training and professional development programs. As a result, the quality and effectiveness of cadre training have steadily improved, making an essential contribution to standardizing position requirements and enhancing political theory, professional competence, and managerial capacity across all levels of the cadre system.
Cadres, civil servants, and public employees assigned to attend training courses have demonstrated a strong sense of responsibility and seriousness in their studies. After completing the programs, their political theory levels, professional skills, administrative management capacity, and leadership abilities have shown clear improvement. Many have displayed initiative, creativity, and the readiness to think boldly, take decisive action, and assume responsibility, effectively linking classroom knowledge with practical work and thereby improving overall performance.
In 2025, the province selected and nominated 150 officials to attend advanced political theory courses organized by the Ho Chi Minh National Academy of Politics. The Provincial School of Politics held 28 classes with a total of 1,292 participants enrolled in intermediate-level political theory programs. Currently, 8 additional intermediate-level classes with 323 learners are being conducted to meet the practical needs of provincial departments, agencies, and localities. Simultaneously, 7,253 officials and civil servants were sent to participate in training, knowledge updating, and skills enhancement programs for leaders and managers. These included 4,232 participants in inspection and supervision training, 243 in Party organization and personnel affairs, and 2,778 in propaganda and mass mobilization work.
Additionally, two officials attended the Level-1 national defense and security knowledge course at the National Defense Academy; one official took part in a refresher course on Marxism-Leninism and Ho Chi Minh Thought; one official participated in a short-term training program in New Zealand; another attended a short-term program in Australia; one conducted a study tour in China; and one pursued research and study in China. Moreover, 6 female civil servants in leadership roles participated in the 2025 capacity-building program for potential female cadres in Can Tho city. Seven leaders from Party departments attended professional development and knowledge-updating courses at the Ho Chi Minh National Academy of Politics in 2025, according to their official positions.

In implementing the two-tier local government model, the Provincial Party Standing Committee coordinated the rollout of professional development programs, led by the Central Organization Commission and the Ho Chi Minh National Academy of Politics. These programs focused on Party organization and building, state management, and the activities of the Vietnam Fatherland Front and socio-political organizations at the newly established commune level. The initiatives were delivered through 255 online connection points, with 9,149 officials, civil servants, and public employees participating. Knowledge and skills update courses for leaders and managers of communes, wards, and special zones involved 70 connection points and 2,368 participants. Across the province, 15 training and professional development courses and five workshops on digital transformation and artificial intelligence (AI) applications were held, attracting over 40,000 participants. Additionally, nearly 50,000 citizens and businesses engaged directly or indirectly through digital platforms.
These professional development activities were carried out in a rigorous, coordinated, and large-scale manner, with active participation and collaboration from both central and local agencies. They have played a crucial role in improving the leadership and management capacity, strategic thinking, and adaptability to new technologies of the provincial cadre system during the implementation of the two-tier local government model.
Despite the achievements, specific challenges continue in the cadre training and development process. In some cases, the eligibility criteria for attending part-time intermediate-level political theory courses remain high, making it difficult for some localities to nominate officials. The registration of training and development needs across certain agencies and units is not yet well aligned with job positions and practical requirements. Some units have not clearly identified the specific content required for different target groups, especially in updating knowledge and leadership or management skills, leading to limited effectiveness and misalignment with actual work demands. Additionally, post-training evaluation and quality assessment have not received enough attention.
To further improve the effectiveness of the province’s training and professional development efforts and to meet staffing needs at all levels, Dong Nai province must innovate training programmes, enhance the quality of lecturers and management personnel, and strengthen collaboration with universities and leading training institutions. Focus should be on professional development for officials, civil servants, and public employees. In particular, the province aims to broaden the use of information technology in training while also promoting specialised training and development programmes for specific target groups.
