As 2025 gradually draws to a close with significant historical milestones, the Dong Nai provincial Party organisation has demonstrated strong leadership in overcoming difficulties and successfully fulfilling the objectives set for the year, thereby creating fresh momentum and solid driving forces for the 2025–2030 term.

At the second conference of the Provincial Party Executive Committee for the 2025–2030 term, Comrade Vu Hong Van, Secretary of the Dong Nai Party Committee and Head of the Provincial National Assembly Delegation, reported that in 2025, Dong Nai recorded a GRDP growth rate of 9.63 percent, the highest level ever achieved. This figure exceeded the target assigned by the Government by 1.13 percentage points (the Government’s target was 8.5%).
The province’s economic scale reached nearly 680 trillion VND, ranking fourth nationwide, after Ho Chi Minh City, Hanoi and Hai Phong. Its total state budget revenue is estimated to reach 100 trillion VND, equivalent to 142 percent of the estimate assigned by the Prime Minister and 134 percent of the estimate approved by the provincial People’s Council. Domestic investment attraction exceeded 163 trillion VND, while foreign direct investment surpassed 3 billion USD. Total retail sales and service revenue rose by more than 18 percent, placing Dong Nai among the leading localities nationwide.

Import and export turnover exceeded 34 billion USD, up nearly 20 percent compared with 2024, while the province maintained a large trade surplus of over 8 billion USD. Public investment and strategic infrastructure development were directed with determination and creativity. In 2025, the province organised three groundbreaking and inauguration ceremonies for major projects and works to celebrate important provincial and national events.
Dong Nai ranked third out of 34 provinces and cities nationwide in the index measuring services provided to citizens and enterprises in administrative procedures, and eighth out of 34 provinces and cities nationwide in administrative reform performance.
In 2025, the province achieved 100 percent of its social housing development targets and surpassed the Prime Minister's plan to eliminate temporary and dilapidated housing. Policies related to healthcare, education, care for people with meritorious service, and ethnic minority communities were implemented in a timely and effective manner.
Party building and the development of a clean and strong political system, as well as national defence and security, continued to be strengthened. National security and border sovereignty were firmly safeguarded, while social order and safety were ensured.

Alongside these achievements, a particularly significant political milestone for Dong Nai development in 2025 was the working visit of Party General Secretary To Lam at the construction site of the Long Thanh International Airport project on November 13, 2025. At the meeting, key strategic proposals of national significance submitted by Dong Nai were approved in principle by the Party General Secretary. This constitutes an essential political foundation for the province to formulate and propose a resolution on special mechanisms and policies for Dong Nai's development, study the establishment of a free trade zone associated with Long Thanh International Airport, and further refine mechanisms for mobilising resources to develop infrastructure, logistics, urban areas and high-quality services.
The notable achievements recorded in 2025 reflect a high level of focus in the leadership, direction, and administration, ensuring the synchronous implementation of tasks and solutions, including both routine responsibilities and many urgent, newly arising matters critical to economic recovery and development. These efforts included accelerating compensation and site clearance, commencing key projects, promoting the disbursement of public investment capital, conducting land auctions, addressing long-standing bottlenecks in projects and cases, improving people's livelihoods and social security, streamlining administrative procedures, enhancing the investment and business environment, and supporting enterprises in recovery and growth.
Most notably, the leadership and management methods were renewed in line with the guiding viewpoint of Party General Secretary To Lam focusing on “three priorities, three transparencies, and one measurement ”, shifting emphasis from “process” to “results”. All tasks were required to be specific and closely supervised, following the principle of “six clarities”: clear responsibilities, clear tasks, clear accountability, clear timelines, clear authority, and clear outcomes.
To date, 32 out of 34 targets have been met or exceeded compared with the objectives set out in Resolution No. 01-NQ/TU of the Provincial Party Committee on socio-economic development, national defence and security, and Party building for 2025.
However, two targets have not been achieved. Although the GRDP growth rate surpassed the Government-assigned target, it fell short of the provincial target of 10 percent set by the Provincial Party Committee. In addition, total electricity consumption grew by only 2.85 percent, below the target of 6.18 percent.
Some difficulties and bottlenecks remain, despite considerable efforts, including slow disbursement of public investment capital, and delays in compensation, site clearance, and resettlement arrangements for several key projects. Planning work in some localities remains insufficiently synchronised, with inadequate preparation of resettlement land funds.
The handling of long-standing problematic projects and cases has not yet met efficiency and progress requirements, with around 270 projects facing difficulties related to inspection and audit conclusions. Urban and rural planning, as well as the approval of general urban master plans and zoning plans, has been slow. Living conditions for a group of the population in ethnic minority and border areas remain difficult.
Disputes and complaints continue to be complex, particularly those related to investment projects. Certain types of crime remain prevalent, with low investigation and clearance rates, notably fraud and asset appropriation, primarily online fraud, as well as theft.
Laying a firm foundation for Dong Nai's sustainable development
Based on the achievements and remaining shortcomings in implementing the Provincial Party Committee’s resolution for 2025, the second conference of the Provincial Party Executive Committee for the 2025–2030 term focused on discussing and analysing the causes of limitations and current difficulties, particularly regarding unmet or underperforming targets, and proposing breakthrough, priority solutions to ensure effective implementation of objectives and tasks in 2026.

Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the provincial People’s Committee, noted that compared with recent years, 2025 marked a particularly strong performance in economic growth. He stated that if public investment disbursement were higher and development more balanced across regions, Dong Nai could have achieved GRDP growth exceeding 10 percent.
He said that following the second conference of the Provincial Party Executive Committee, the provincial People’s Committee will organise in-depth meetings to analyse limitations and bottlenecks and identify solutions to drive growth in 2026. Priority will be given to accelerating site clearance, public investment disbursement, and increasing state budget revenue beyond 2025 levels. At the same time, continued efforts will be made to improve the investment environment, build confidence among enterprises, and promote the province’s overall development.
Nguyen Van Ut also provided information on the implementation of Notice No. 420-TB/VPTW dated November 17, 2025, issued by the Party Central Committee’s Office regarding the conclusion of Party General Secretary To Lam following his visit and working session at the Long Thanh International Airport project site. The notice is regarded as a “golden opportunity” for Dong Nai’s development. Accordingly, the provincial People’s Committee is preparing a proposal to seek special mechanisms and policies from the central authorities for Dong Nai, similar to those granted to Ho Chi Minh City.

When these policies and mechanisms are implemented decisively in Dong Nai, 2026 will see the province become a mega transport infrastructure construction site. If projects are carried out on schedule, many in the province will come into operation from 2027 onwards, opening up prospects for Dong Nai's fundamental and sustainable development.
Delivering concluding remarks at the conference, Vu Hong Van, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Delegation, affirmed that the achievements of 2025 will create strong momentum for Dong Nai to accomplish its targets and tasks in 2026. In particular, once Long Thanh International Airport is completed and put into operation, the province will have sufficient conditions to raise total state budget revenue to approximately 200 trillion VND by the end of the term.
Secretary of the Provincial Party Committee stressed that 2026 will be the first year of implementing the resolution of the provincial Party Congress for the 2025–2030 term, and also a year marked by the 14th National Party Congress and elections of deputies National to the Assembly and People’s Council for the 2026–2031 term. The workload will therefore be substantial, requiring the entire provincial Party organisation to maintain unity, avoid complacency, and continue upholding the principle of “consensus from top to bottom and smooth coordination across all levels”.
He called on all sectors and levels to urgently develop action programmes to implement the Provincial Party Committee's resolution on targets and tasks for 2026, with particular attention given to building a contingent of dedicated, responsible, dynamic, and innovative officials who dare to think and dare to act for the province’s development. At the same time, efforts should focus on developing transport and technology infrastructure, accelerating administrative reform, promoting science and technology, innovation, and digital transformation, thereby laying a solid foundation for future development.
In addition, the province will continue to effectively implement social housing projects, housing for workers, social security policies, and measures to improve people’s livelihoods, while ensuring national defence and security and strengthening Party building and the political system.
