Key socio-economic issues under focused discussions

During the afternoon session on December 9 of the 8th year-end meeting, the Provincial People’s Council held lively discussions in the assembly hall. Participants analyzed current conditions in detail and proposed policy recommendations and solutions to enhance the management and development of various major socio-economic sectors in the province.

Numerous issues concerning land, infrastructure, and agriculture draw attention

Opening the discussion session, Duong Minh Dung, Member of the Provincial Party Standing Committee, Secretary of the Party Committee, and Chairman of the the People’s Council of Long Thanh Commune, expressed particular concern about the development of the private sector. He emphasized that, according to reports, the number of businesses that dissolved or suspended operations in 2025 increased by 67.8% compared to the same period in 2024, mainly small and medium-sized enterprises in the private sector and those with ineffective business performance.

Expressing concern about this situation, deputy Duong Minh Dung called on the Provincial People’s Committee to identify the root causes of these business closures. Based on these findings, he urged the development of solutions to reduce such incidents, support business growth, promote sustainable economic development, and effectively implement Resolution No. 68-NQ/TW, dated May 4, 2025, of the Party Central Committee on the development of the private economy.

Secretary of the Party Committee and Chairman of the People’s Council of Xuan Loc Commune, Nguyen Thi Cat Tien, shared her observations: After reviewing the provincial People’s Committee’s reports, submissions, verification documents, and discussions during the session, I found that the Provincial People’s Committee has formulated a fairly specific and clear plan for public investment in the coming period. As for Xuan Loc Commune, several key projects will be implemented, including the Chua Chan Mountain project, which has been identified as a crucial driver of the province’s economic and tourism development.

Drawing from the practical experience of project implementation in recent years, deputy Nguyen Thi Cat Tien recommended that the Provincial People’s Committee guide relevant departments to assist local authorities in preparing detailed plans, particularly in land use planning and sectoral planning. These serve as essential legal bases for attracting resources, ensuring timely project execution, and aligning with the province’s overall development orientation. She also expressed hope that the province will continue to support and help remove obstacles, enabling the locality to effectively leverage its identified tourism potential.

Regarding economic matters, Secretary of the Party Committee and Chairman of the People’s Council of Binh Minh Commune, Nguyen Kim Phuoc, noted that he and other deputies in his discussion group engaged in lively debates during the pre-session group discussion, focusing on land price schedules, public investment projects, disbursement of public investment capital, and land-use rights auctions.

Deputy Nguyen Kim Phuoc highlighted the importance of preparing a comprehensive report that assesses the outcomes of the public investment plan for the 2021–2026 period, clearly presenting the completion levels of infrastructure projects and identifying the subjective and objective reasons for any deficiencies. According to Phuoc, infrastructure investment has not achieved the targets outlined in the resolution and has not met the expectations of the Provincial People’s Council deputies when approving the resolution. This has delayed the disbursement of public investment capital. By addressing these issues, practical solutions can be developed for the upcoming period.

Regarding land pricing, deputy Nguyen Kim Phuoc expressed support for the new price schedule, which aligns more closely with market values. He highlighted that this approach is particularly important for agricultural land and areas slated for land acquisition, as it helps safeguard residents’ rights, reduce complaints, and foster consensus during project implementation.

At the session, deputy Nguyen Huu Nguyen, Vice Chairman of the Vietnam Fatherland Front Committee of the province and Chairman of the Provincial Farmers’ Association, contributed additional remarks on agriculture and farmers’ issues. He noted that farmers in Dong Nai have made significant efforts and demonstrated innovation, advancing toward green, sustainable agriculture. Nevertheless, specific challenges and obstacles remain. He recommended implementing additional mechanisms to promote agricultural development in line with the province’s agricultural strengths, particularly in science, technology, capital, and market access, to facilitate farmers’ activities. He also stressed the importance of agricultural insurance policies to mitigate the negative impacts of natural disasters.

Deputies provide extensive feedback on draft resolutions concerning health insurance and education

During the discussion session, the deputies actively shared their opinions on numerous submissions and draft resolutions across various sectors. Focusing on the draft resolution supporting health insurance contributions for certain disadvantaged groups in the 2026–2030 period, as well as the draft resolution establishing policies for non-specialized personnel and individuals working at the commune, village, and neighborhood levels in Dong Nai province, deputy Bui Thi Minh Thuy, Secretary of the Party Committee and Chairwoman of the People’s Council of Thuan Loi Commune, noted that these resolutions had been carefully studied and developed by the Provincial People’s Committee, building on and supplementing previous related resolutions implemented before the administrative unit reorganization.

Deputy Bui Thi Minh Thuy expressed hope that, in the near future, the Provincial People’s Council and the Provincial People’s Committee could consider providing additional budget support for the groups covered under these two draft resolutions. These measures would expand health insurance coverage throughout the province and encourage and assist non-specialized staff and individuals working at the commune, village, and neighborhood levels in Dong Nai province.

Aligning with Thuy’s remarks on health insurance coverage, deputy Ly Trong Nhan, Secretary of the Party Committee and Chairman of the People’s Council of Da Kia Commune, praised the province’s initiative to provide contribution support, aiming to reach a 95% health insurance coverage rate.

Deputy Ly Trong Nhan noted that in Da Kia commune, where a large part of the population belongs to ethnic minority communities, the current health insurance coverage rate is only about 82%, making it a significant challenge to reach the provincial overall target. After reviewing the provincial report and proposed solutions, he expressed his support and highlighted the need for continued provincial attention and suitable support measures to help the locality achieve the set target promptly.

Concluding the discussion session, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, praised the deputies for their honest and practical opinions. She also asked the Chairman of the Provincial People’s Committee, along with relevant departments, to continue providing explanations and clarifications on the issues raised by delegates during the second working session. Building on feedback from previous group discussions, departments are encouraged to include these opinions in their programs and adjust certain measures as needed to better support the province’s development.

Deputy Ly Trong Nhan noted that, because Da Kia commune is on the border and has a large ethnic minority population, the area currently faces a shortage of teachers at various educational levels. He supported the Provincial People’s Committee's proposed solutions to gradually address the teacher shortage, especially in remote areas. He also urged the Department of Education and Training to offer specific guidance and additional support to localities to attract teachers and improve the quality of teaching and learning.

The discussion session also saw many deputies raise concerns about teacher shortages, especially in remote communes, as well as issues related to decentralization and the allocation of authority under the two-tier local government model.
