On the afternoon of December 22, Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of the Dong Nai Provincial People’s Committee, held a meeting with relevant departments, local authorities, and mining operators. The purpose was to review the allocation of construction materials, assess progress in resolving legal obstacles, and propose measures to ensure an adequate supply of stone for national key projects and major transportation sector initiatives in 2026.

At the meeting, Tran Trong Toan, Deputy Director of the Dong Nai Department of Agriculture and Environment, reported that as of December 2025, the department had advised the provincial People’s Committee on issuing permits for the extraction of Group IV minerals to serve key projects.
Specifically, there are eight filling material quarries serving the Bien Hoa - Vung Tau Expressway Project, with a total volume of more than 4.5 million cubic meters, and one filling material quarry serving Subproject 3 of the Ring Road No. 3 of Ho Chi Minh City passing through Dong Nai, with a volume of over 168,000 cubic meters.

In addition, the Department of Agriculture and Environment has advised the provincial People’s Committee to review and approve adjustments to mining permits, allowing the extraction of over 9.1 million cubic meters of fill soil to supplement the supply of embankment materials for ongoing transportation projects. As a result, the total volume of approved and extracted fill materials now exceeds the demand of key projects.
For construction stone, Phase 1 of the Long Thanh International Airport Project has signed contracts to supply about 85% of its demand (4.9 million cubic meters), with 83% of the volume already delivered to the site. For the Bien Hoa – Vung Tau Expressway Project, Subproject 1 has contracted 1.2 million cubic meters of stone (109% of its requirement), with over 60% delivered to the site; Subproject 2 has contracted around 633,000 cubic meters (nearly 92%), 113% of which = has already been supplied.

In 2026, the demand for minerals to serve construction projects in Dong Nai and other southern provinces is estimated at around 15.2 million cubic meters.
Based on this, the Department of Agriculture and Environment has proposed that the provincial People’s Committee authorize it to coordinate with stone mining companies, project investors, and contractors to secure sufficient material supplies to meet the construction timelines of major transportation projects.
For public investment projects and socio-economic development initiatives in the southern region, the department has urged investors and project management boards to proactively coordinate with local quarry operators to agree on plans and schedules for supplying construction stone, ensuring compliance with legal regulations.
In the coming period, the Department of Agriculture and Environment plans to collaborate with qualified companies to implement special mechanisms, thereby ensuring a reliable supply of stone for key projects in the province and across the southern region.

Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang highlighted that the province has recently focused on addressing legal obstacles for mineral mines, essentially securing the supply of construction materials for prominent projects. She added that material demand for key projects across the province has largely stabilized, with additional requirements limited to certain auxiliary items such as service and access roads.
For 2026, the demand for construction materials and the supply capacity of quarries are expected to be in alignment. In response, provincial leaders have requested that the Department of Agriculture and Environment advise the provincial People's Committee by January 10, 2026, on an assessment of material demand and supply capacity and to seek guidance from the Government on discontinuing the current material allocation mechanism.
Instead, the province will publicly announce quarry capacities to facilitate connections and contract signings between parties, ensuring that materials are supplied in line with demand, to the correct locations, and for the intended purposes.

Following the issuance of the report, the Department of Agriculture and Environment is to notify project management boards and project investors to work with quarry operators and finalize contracts proactively. The outcomes of these agreements must be submitted to the department for monitoring, management, and coordination as necessary.
The department is also responsible for continuing to review the legal status, land-related matters, and planning of the quarries to address remaining obstacles.
The Office of the Provincial People’s Committee is to promptly prepare a report and propose solutions for resolving legal issues at approximately 20 mineral quarries located in the northern part of the province (formerly Binh Phuoc).
