Information, education and mass mobilization must go beyond "doing things correctly and completely" to "doing them well, creatively and effectively"

On the afternoon of December 23, the Dong Nai Provincial Party Committee's Commission for Information, Education and Mass Mobilization convened a conference to review its work in 2025 and to outline tasks for 2026.

The conference was chaired by Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front (VFF) Committee.

Participants included Nguyen Cong Dan, Deputy Director of Local Affairs Department III under the Party Central Committee’s Commission for Information, Education and Mass Mobilization; representatives of the provincial People's Committee; Party commissions and the Office of the Provincial Party Committee; provincial agencies and units; and standing members of Party committees as well as propaganda and mass mobilization commissions under provincial subordinate Party committees.

At the conference, delegates exchanged views and discussed advisory work on Party building in terms of politics, ideology and ethics; the improvement of socialist democracy; the maintenance of close ties with the people, as well as information, education and mass mobilization in 2025. . At the same time, they reviewed and discussed outstanding results in the fields of information, education and mass mobilization throughout the tenure of the 13th National Party Congress.

In 2025, the Information, Education and Mass Mobilization Commission advised the Standing Board of the Provincial Party Committee to organise timely study, dissemination, and communication of new documents issued by the Central government and the provincial Party Committee on Party building and political affairs, with a participation rate exceeding 99 per cent among cadres and Party members.

Ideological work continued to renew its content and methods, with increased application of information technology in political theory education, alongside intensified compilation and dissemination of local Party history and revolutionary traditions.

Party committees, authorities, the VFF, and socio-political organisations further concretised and implemented the Law on the Implementation of Grassroots Democracy, while expanding models such as "Friendly Government" and "Morning with the People" across the province.

Communication activities were properly oriented in line with the Party's guidelines and policies, featuring diverse content that promptly reflected major national and local issues.

External information work and cultural and artistic activities were promoted through creative forms, generating emulation movements and strongly encouraging patriotic campaigns.

In the field of education and science, the province proactively implemented digital transformation programmes and applied artificial intelligence technologies to enhance operational effectiveness.

Mass mobilization work was carried out in a coordinated manner throughout the political system, closely linked to socio-economic development, social security, administrative reform, and citizen reception, thereby strengthening the close relationship among the Party, authorities, and the people.

Religious and ethnic affairs received increasing attention, contributing to socio-economic stability and to national defence and security in the locality.

Alongside the achievements, delegates also pointed out several limitations in information, education and mass mobilization work.

Based on achievements recorded and the provincial Party organization's tasks for 2026, the conference reached consensus on key priorities for information, education and mass mobilization. These efforts aim to spread confidence, inspire aspiration, encourage innovation and creativity, and foster social consensus, thereby contributing to the effective implementation of the Resolution of the 14th National Party Congress and the Resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term.

On behalf of the Standing Board of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Chairwoman of the VFF Committee of the province Huynh Thi Hang acknowledged and commended the efforts of the province's information, education and mass mobilization sector in 2025, noting its significant contribution to socio-economic achievements and the successful organisation of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term.

She emphasised that 2026 is the first year of implementing the Resolutions of the 14th National Party Congress and the 1st Provincial Party Congress. This is also the year witnessing the elections of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term. This requires the information, education and mass mobilization work not only to be "correct and complete," but also to be "well done, creative and effective."

Accordingly, the entire sector must decisively implement digital transformation, regarding it as a "survival imperative" for information, education and mass mobilization in the new era.

At the same time, mass mobilization work must be practical, grassroots-oriented and effective, with improved quality in the practice of grassroots democracy, strictly adhering to the principle: "People know, people discuss, people do, people inspect, people supervise, and people benefit".

Attention should be paid to government-related mass mobilization in the context of a two-tier local government model, with administrative reform truly placing citizens at the centre, ensuring that procedures are swift and transparent.

The "Skillful mass mobilization" emulation movement should be further deepened through review and evaluation of existing models, with a focus on replicating effective approaches to address pressing and complex issues, such as site clearance for key projects, especially Long Thanh International Airport, the Gia Nghia–Chon Thanh, Dau Giay–Tan Phu and Bien Hoa–Vung Tau expressways, Ho Chi Minh City’s Ring Roads 3 and 4, and the Ma Da Bridge, as well as environmental protection and the prevention of social evils. The "Skillful mass mobilization" must be measured by public consensus and local stability.

In addition, the core role of intellectuals, artists and religious dignitaries should be promoted. Given Dong Nai's religious and ethnic diversity, the information, education and mass mobilization sector must continue to advise on organising dialogues to listen to the aspirations of reputable individuals and religious figures, who serve as important bridges between the Party and the people.

Conditions should be created for artists and intellectuals to create and contribute works commensurate with the province's new stage of development.

High priority must be given to communication on the elections of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term, ensuring that every voter clearly understands their rights and responsibilities and makes informed choices.

A broad-based political campaign should be organised to study and implement the Resolution of the 14th National Party Congress and the Resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term, along with continued learning and emulation of President Ho Chi Minh's ideology, morality and lifestyle under the 2026 theme.

At the conference, Deputy Head of the Dong Nai provincial Party Committee's Commission for Information, Education and Mass Mobilization Nguyen Thi Loan launched a sector-wide emulation movement under the theme: "The information, education and mass mobilization sector is determined to innovate, enhance quality, and create clear improvements in work effectiveness in 2026."

On this occasion, the Dong Nai provincial Party Committee's Commission for Information, Education and Mass Mobilization awarded certificates of merit from the Party Central Committee’s Commission for Information, Education and Mass Mobilization to two collectives and four individuals of Dong Nai province for outstanding achievements in studying and following President Ho Chi Minh's ideology, morality and lifestyle in 2025.

Certificates were also presented to collectives and individuals who won high prizes in the online contest on the Resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term.
