Hoang Thi Bich Hang re-elected as President of the Dong Nai Union of Science and Technology Associations

Following two days of urgent, serious and responsible deliberation, the 1st Congress of the Dong Nai Provincial Union of Science and Technology Associations (2025-2030 term) successfully concluded all of its agenda by noon on December 16.

The congress was attended by Prof. Dr. Trinh Quang Phu, Member of the Presidium of the Vietnam Union of Science and Technology Associations and Director of the Oriental Development Research Institute.

Representatives from Dong Nai Province included Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai; Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Commission; Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee; Tran Van Mi, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Council; Nguyen Thi Hong Trang, Permanent Deputy Head in charge of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization; and Le Thi Thai, Member of the Provincial Party Committee, Deputy Head of the Dong Nai Provincial Party Committee's Propaganda and Mass Mobilization Commission.

During the congress, Prof. Dr. Trinh Quang Phu and Le Truong Son, Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People’s Committee, delivered guiding remarks. In addition to commending the achievements of the 2021–2025 period, representatives of the Presidium of the Vietnam Union of Science and Technology Associations and provincial leaders provided strategic guidance and proposed directions for the Union of Science and Technology Associations of Dong Nai province to pursue in the new term.

The core force in mobilizing and empowering intellectuals

On behalf of the Presidium of the Vietnam Union of Science and Technology Associations, Prof. Dr. Trinh Quang Phu emphasized that after the merger of the former Dong Nai and Binh Phuoc provinces, the newly established Dong Nai province has a population of nearly 4.5 million. The province now boasts one of the nation’s leading economies, home to numerous industrial zones and thousands of foreign-invested projects. Most notably, Dong Nai is home to the Long Thanh International Airport poised to become Vietnam's largest international gateway. Given this strategic context, Prof. Dr. Phu underscored that the Provincial Union of Science and Technology Associations bears immense responsibility for driving the province's future development.

Prof. Dr. Trinh Quang Phu expressed his hope that the Union of Science and Technology Associations of Dong Nai province would unite and leverage the expertise of its scientific and technological intellectuals, enabling them to take a leading role in research, dissemination of scientific and technological knowledge, and, in particular, contribute fresh perspectives to address the challenges facing Dong Nai province. He also urged the provincial leadership to continue their support and introduce special mechanisms to maximize the role of the Union and the intellectual community in the new era.

The Vietnam Union of Science and Technology Associations presented the congress with a banner bearing the slogan: “Creativity – Innovation – Breakthrough – Development.” This is not only a call to action but also a profound message to the Union of Science and Technology Associations of Dong Nai and the province’s scientific community: to nurture a spirit of creativity, boldly innovate to create distinctive value, and relentlessly strive to achieve the development goals of the new era.

The congress elected the 1st Executive Committee of the Dong Nai Union of Science and Technology Associations for the 2025–2030 term, comprising 55 members. Hoang Thi Bich Hang was re-elected as President of the Union for the 2025–2030 term, while Nguyen Ngoc Vu and Nguyen Van Nhan were appointed as Vice Presidents. The congress also launched a fundraising campaign to support residents in the central provinces severely affected by natural disasters, raising a total of over 60 million VND.

Prof. Dr. Trinh Quang Phu proposed that the 2025–2030 Executive Committee of the Dong Nai Union of Science and Technology Associations continue to build upon the achievements of the former Dong Nai and Binh Phuoc provincial unions. In line with Resolution 57-NQ/TW on breakthrough development in science and technology, innovation, and national digital transformation, as well as other resolutions of the Party Central Committee, the Union must serve as a core force in mobilizing and leveraging the province’s intellectual community. He emphasized that the Union should also have a pool of experts to provide timely advice for the development of provincial mechanisms, policies, and strategies. This would create favorable conditions for intellectuals to conduct research, disseminate scientific and technological knowledge to the public, enhance public understanding, and meet the demands of the province’s ongoing development.

Strong innovation and improvement in the quality and effectiveness of activities

Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, affirmed that throughout its revolutionary leadership, the Communist Party of Vietnam has always valued the role of intellectuals and scientists. Today, alongside the rapid development of modern science and technology, the intellectual community has become a vital resource, forming an essential strength in every nation. Therefore, for the 2025–2030 term, Vice Chairman of the Provincial People’s Committee Le Truong Son called on the Dong Nai Union of Science and Technology Associations to pursue strong innovation and enhance the quality and effectiveness of its activities, ensuring they are aligned with the functions and responsibilities assigned by the Party and the State.

The Dong Nai Union of Science and Technology Associations will continue to strengthen unity and mobilize intellectuals from all sectors, providing optimal conditions for them to apply their knowledge and creativity across various fields, especially in science and technology, innovation, and digital transformation. This will contribute to the province’s ongoing socio-economic development. The Union will also serve as an effective link between the Party, government, and political system and the intellectual community, while expanding cooperation with international scientific and technological organizations.

Additionally, the Union aims to build a strong, comprehensive organizational structure by assigning the right people to suitable roles, maximizing staff creativity, and offering appropriate incentives for their contributions. It will effectively carry out its functions and responsibilities by coordinating and aligning activities with member associations and organizational members, while amplifying the role of these members in professional, social, and community welfare activities.

At the same time, the Union will closely monitor the country's and the province's socio-economic developments to promptly propose and advise on appropriate mechanisms and policies to nurture, train, and incentivize the intellectual community. In its upcoming advisory and social critique work, the Dong Nai Union of Science and Technology Associations will focus on provincial planning, environmental protection, sustainable development, smart urban development, and digital transformation.

The Dong Nai Union of Science and Technology Associations should proactively coordinate with relevant provincial authorities to launch movements promoting creativity, scientific and technological research, and the application of scientific and technological advancements in daily life. Alongside effectively organizing and maintaining high-quality competitions and contests under its leadership, the Union should advise the Provincial People’s Committee on organizing science, technology, and innovation contests that could become national highlights. It should also develop plans and effectively implement initiatives in science and technology, innovation, and the national digital transformation agenda, while proposing highly feasible research projects to address the province’s urgent challenges.
