Groundbreaking ceremony for construction of over-49ha resettlement area along Dong Nai River

On the morning of December 19, the Dong Nai Provincial Land Fund Development Centre held a groundbreaking ceremony for the infrastructure construction project of a resettlement area spanning over 49 hectares in Phuoc Tan Ward, Dong Nai Province.

Attending the ceremony were Ho Van Nam, Member of the Provincial Party Standing Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Tran Bien Ward, and Lieutenant Colonel Nguyen Chi Toan, Deputy Director of the Dong Nai Provincial Police.

Representing Phuoc Tan Ward were Nguyen Phong An, Secretary of the Ward Party Committee and Chairman of the Ward People’s Council; and Thieu Thi Minh Huong, Deputy Secretary of the Ward Party Committee and Chairwoman of the Ward People’s Committee.

Speaking at the ceremony, Deputy Director of the Dong Nai Provincial Land Fund Development Center Le Thanh Dien stated that the project had been approved in principle by the Provincial People’s Council under Resolution No. 12/2023/NQ-HDND dated July 14, 2023. This initiative is a particularly significant project that will serve resettlement needs for the Bien Hoa - Vung Tau Expressway Phase 1, as well as other construction investment projects in the province.

With the guiding principle that “the new place of residence must be at least equal to or better than the old one,” the project involves the construction of a fully synchronized technical infrastructure system in line with the master plan of the former Bien Hoa City and other ongoing and completed projects. The project aims to create new development space, a sustainable and modern urban system, and contribute to the successful implementation of the province’s and the country’s socio-economic development goals and tasks.

The technical infrastructure components include roads, ground leveling, water supply, power supply, rain drainage system, wastewater drainage system, telecommunications, and a wastewater treatment plant. The total investment of the project exceeds VND 2.8 trillion, of which approximately VND 1.1 trillion is allocated for infrastructure construction, with the remainder for compensation and site clearance.

Upon completion, the project will provide 1,066 resettlement land plots, accommodating more than 4,200 people. In the next phase, four high-rise residential blocks will be constructed, providing housing for over 3,700 people. Overall, the project is expected to provide accommodation for approximately 8,000 residents.

The technical infrastructure construction of the project is scheduled to be basically completed and handed over to residents by September 2026. The full completion and handover of the project is expected in 2028.

According to Le Thanh Dien, Deputy Director of the Dong Nai Provincial Land Fund Development Centre, the investor has completed the bidding process to select construction and supervision contractors for the project. Immediately after the groundbreaking ceremony, the involved units will promptly carry out procedures and related tasks in accordance with regulations to implement the construction packages.

Speaking at the ceremony, Member of the Provincial Party Standing Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Tran Bien Ward Ho Van Nam emphasized that this is a significant and urgent project, not only for the Bien Hoa–Vung Tau Expressway but also for meeting housing needs related to other projects in neighboring wards. More importantly, the project aims to create a safe, civilized, and sustainable living environment, ensuring adequate living conditions, environmental sanitation, and social infrastructure connectivity, thereby gradually forming a stable and long-term residential community.

Member of the Provincial Party Standing Committee Ho Van Nam requested that the investor clearly recognize this as an important political task. The project leader must provide direct guidance and take full responsibility, strictly managing quality, progress, and the efficient use of capital. He also stressed the thorough implementation of the “six clarities” principle: clear responsibility holders, clear tasks, clear timelines, clear accountability, clear deliverables, and apparent authority. Project management must comply with legal regulations, ensure transparency and openness, and resolutely prevent misconduct, waste, and loss, while focusing on the project's quality, aesthetics, and long-term sustainability.

For construction units, design consultants, and supervision consultants, Member of the Provincial Party Standing Committee Ho Van Nam emphasized that they must fully recognize this project’s direct connection to the long-term lives of residents. Every component must meet the highest standards in terms of technical quality, aesthetics, safety, and environmental protection. Modern equipment, appropriate technologies, and qualified, experienced personnel should be mobilized. Construction must be scientifically organized to ensure progress without compromising quality.

Relevant departments, sectors, and local authorities must regard coordination in project implementation as a shared responsibility of the entire political system. They need to resolve emerging difficulties and obstacles proactively; ensure timely and effective site handover; and maintain security, public order, safety, and environmental sanitation throughout the implementation process. Communication and advocacy efforts should be intensified to help residents clearly understand the project’s significance, objectives, and timeline, thereby fostering strong consensus and support.

“This resettlement project is a concrete manifestation of a people-centered development mindset and an important step in the urban development strategy, ensuring social welfare and contributing to the successful implementation of key provincial projects in the coming period,” Ho Van Nam emphasized.
