On December 9, Politburo member and Prime Minister Pham Minh Chinh, Head of the State steering committee for national key projects in the transport sector, chaired the committee’s 22nd meeting. Attending the session was Tran Hong Ha, Member of the Party Central Committee and Deputy Prime Minister.
At the Dong Nai meeting point, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired the session.

According to the Ministry of Construction, in 2025, despite unusual weather conditions, including storms and tropical depressions that caused heavy rains and flooding in many areas and resulted in significant loss of life and property, ministries, sectors, agencies, localities, project management units, contractors, consultants, officials, engineers, and workers remained dedicated and proactive. They worked tirelessly despite hardships and personal sacrifice, placing quality and progress above all else.
For the target of completing 3,000 km of expressways in 2025, it is expected that by the year end, more than 3,800 km will be finished nationwide, including over 3,300 km of main expressway routes and 458 km of access roads. As of August 19, 2025, more than 2,600 km of expressways had been completed and opened to traffic, comprising nearly 2,500 km of main routes and 144 km of access roads.
According to the plan, on December 19, 2025, more than 3,500 km of expressways will be technically opened to traffic, including nearly 3,200 km of main routes and 325 km of access roads. At the same time, 1,700 km of coastal roads will be completed. Notably, the Long Thanh International Airport project will also finish its component projects to enable technical flight operations.
According to the Ministry of Construction, as of December 8, 2025, the ministry had compiled a list of 245 projects and works across 34 provinces and cities that will hold groundbreaking or inauguration ceremonies on December 19, 2025.

In his concluding remarks at the meeting, Prime Minister Pham Minh Chinh commended the proactive and dedicated efforts of members of the steering committee, ministries, sectors, localities, investors, project management units, and contractors, especially the officials, civil servants, engineers, and workers on construction sites, who worked hard to overcome the difficulties and challenges caused by recent historic natural disasters and floods, helping recover progress delayed by these events. He also expressed gratitude for the support and cooperation of the people during the implementation of the projects and works.
Prime Minister Pham Minh Chinh requested relevant agencies to complete the goal of putting at least 3,000 km of expressways and about 1,700 km of coastal roads into operation in 2025.
For Phase 1 of the Long Thanh Airport Project, ministries, agencies, and the managing bodies of component projects, especially the Airports Corporation of Vietnam (ACV), must strictly comply with the directive of Party General Secretary To Lam, urgently review the remaining tasks, and develop detailed, specific plans to ensure technical flight operations on December 19, 2025. At the same time, they must continue completing project items and conduct trial operations to ensure the start of commercial operations in early 2026.
