During the working session on the afternoon of December 9 of the 8th year-end session of the 10th Provincial People’s Council, deputies engage in lively discussion in the hall. Their opinions clearly analyzed the current situation and proposed policy recommendations and solutions to address the province's major socio-economic issues more effectively.

Land, infrastructure, agriculture… draw deputies’ strong interest
Opening the discussion, Deputy Duong Minh Dung, Member of the Standing Board of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Long Thanh Commune, expressed his particular concern about the development of the private sector. He noted that, according to reports, the number of enterprises dissolving or suspending operations in 2025 rose by 67.8 percent year-on-year, mainly small and medium-sized enterprises in the private sector and those with ineffective business performance.

Concerned about this matter, Deputy Duong Minh Dung proposed that the Provincial People's Committee identify the reasons why businesses have ceased operations in order to seek for appropriate solutions to reduce such situation, support enterprise development, foster sustainable economic growth, and effectively implement the Politburo's Resolution No. 68-NQ/TW dated May 4, 2025, on private economic development.

Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairwoman of the People’s Council of Xuan Loc Commune, stated: After reviewing reports submitted by the Provincial People’s Committee, proposals, verification reports, and opinions voiced at the meeting, I found that the province has prepared a well-defined public investment plan for the upcoming period. In Xuan Loc Commune, several key projects will be implemented, notably the Chua Chan Mountain project, which has been identified as a strategic driver of economic and tourism development.
Drawing from recent project implementation, Deputy Nguyen Thi Cat Tien recommended: "The Provincial People's Committee should direct relevant departments to provide detailed guidance for localities in preparing planning documents, especially land-use planning and sectoral planning. These serve as essential legal foundations for attracting resources and for ensuring projects are implemented on schedule and in line with the province's development orientation. I hope the province will continue to accompany and support localities in addressing difficulties so that tourism potential can be effectively harnessed."

Also addressing economic matters, Deputy Nguyen Kim Phuoc, Secretary of the Party Committee and Chairman of the People’s Council of Binh Minh Commune, reported that deputies had engaged in lively group discussions prior to the meeting concerning land price frames, public investment projects, disbursement of public investment capital, and land-use rights auctions. He stressed the need for a comprehensive assessment of the 2021–2025 public investment plan, including infrastructure completion rates and both subjective and objective causes.
Regarding the land price framework, Deputy Nguyen Kim Phuoc agreed with the approach of adjusting prices closer to market levels, particularly for agricultural land and zones designated for land acquisition, in order to safeguard residents’ rights, reduce complaints, and encourage consensus in project implementation.
Deputy Nguyen Huu Nguyen, Member of the Provincial Party Committee, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai Province, and Chairman of the Provincial Farmers’ Association, added comments concerning agriculture and farmers. He noted that although farmers have made significant efforts to innovate and adopt green, sustainable agriculture, challenges remain.
He recommended additional mechanisms to further promote agricultural development in line with the province's strengths, particularly support for science and technology, capital, and markets to facilitate farmers' production activities. At the same time, attention should be paid to agricultural insurance policies to address the growing impact of natural disasters.

Multiple comments on draft resolutions
At the session, deputies also provided extensive feedback on various proposals and draft resolutions.
Deputy Bui Thi Minh Thuy, Secretary of the Party Committee and Chairwoman of the People’s Council of Thuan Loi Commune, commented on the draft resolution on health insurance premium support for disadvantaged groups for the 2026–2030 period and the draft resolution on policies for part-time officers and community-level personnel. She noted that these drafts were built on research by the Provincial People’s Committee and incorporated relevant content from previous resolutions issued before the rearrangement of administrative units.
She expressed hope that, given budgetary capacity, the Provincial People's Council and Provincial People's Committee would consider providing additional support for beneficiaries under the two draft resolutions to raise the province's overall health insurance coverage rate and motivate part-time officers at commune and village levels.
Agreeing with Deputy Bui Thi Minh Thuy, particularly regarding health insurance coverage, Deputy Ly Trong Nhan, Secretary of the Party Committee and Chairman of the People’s Council of Da Kia Commune, highly appreciated the province’s initiative to increase support levels to achieve a 95 percent coverage target. In Da Kia Commune, home to a large number of ethnic minority residents, the current coverage rate is only about 82 percent. Achieving the province’s target will require substantial effort. After hearing the report and proposed solutions from the province, the deputy expressed his agreement and hoped that the province would continue to pay attention and provide appropriate support so that the locality could soon achieve the set targets.
He added that given its characteristics as a border commune with a high proportion of ethnic minority residents, Da Kia faces a shortage of teachers across educational levels. He agreed with the Provincial People’s Committee’s proposed solutions to gradually address teacher shortages, especially in remote areas. He requested that the Department of Education and Training issue more detailed guidance and enhance support for localities in attracting teachers and ensuring educational quality.
The shortage of teachers, particularly in remote communes, and other issues relating to decentralisation and delegation of authority under the two-tier local government model were also raised by several deputies.

Concluding the session, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Vice Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council, stated that the deputies' comments were forthright and grounded in reality. She requested that the Chairman of the Provincial People's Committee and relevant departments continue providing explanations and clarifications during the working day on December 10. Along with opinions voiced during previous group discussions, relevant agencies should continue to review, absorb, and incorporate feedback into programmes and adjust solutions as appropriate to advance the province's development further.
