Dong Nai and Vinh Long sign cooperation agreement on socio-economic development

On the afternoon of December 29, in Dong Nai Province, the People’s Committee of Dong Nai Province held a ceremony to sign a cooperation agreement on socio-economic development with the People’s Committee of Vinh Long Province through 2030.

Attending the ceremony on behalf of Dong Nai Province were: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Dong Nai Provincial Party Committee and Chairwoman of the Dong Nai Provincial People’s Council; Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee; Nguyen Kim Long, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People’s Committee; along with members of the Provincial Party Standing Committee, leaders of Party committees’ commissions, departments and agencies of the province.

Attending the ceremony on behalf of Vinh Long Province were: Ho Thi Hoang Yen, Standing Deputy Secretary of the Vinh Long Provincial Party Committee; Dang Van Chinh, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People’s Committee, along with representatives of provincial departments and agencies.

At the ceremony, leaders of both provinces exchanged information on their respective situations following the reorganization of administrative units, as well as the development potential and advantages of each locality.

Dong Nai and Vinh Long are located in two key economic regions of the country: the Southeast Region and the Mekong Delta. Each province possesses its own strengths and development characteristics, while also having favorable conditions for mutual support, linkage and development in the context of promoting regional connectivity in accordance with resolutions of the Politburo.

Dong Nai, as an industrial, processing and logistics hub of the Southeast Region, is gradually affirming its position as an important trade gateway of the region, associated with a system of industrial parks, logistics centers and the upcoming Long Thanh International Airport.

Meanwhile, Vinh Long has outstanding strengths in high-tech agriculture, agricultural raw material zones, aquaculture, river-based economy and potential for renewable energy development, playing an important role in the agricultural supply chain of the Mekong Delta.

The signing of the socio-economic development cooperation agreement is of great significance, demonstrating the determination of both local governments to strengthen linkages, provide mutual support, and effectively exploit their comparative advantages. This cooperation aims to form value chains spanning production, processing, logistics and consumption of agricultural and aquatic products, contributing to sustainable socio-economic development and to the overall growth of the region and the country.

This agreement is expected to serve as an important driving force for integration and innovation in both provinces, representing a long-term strategy involving not only authorities but also the entire political system and the people of both localities. In particular, the business community plays a key and decisive role in the success and effectiveness of the cooperation process. The partnership is expected to create more investment opportunities, expand market capacity and improve workforce quality to meet socio-economic development needs.

The cooperation agreement between Dong Nai and Vinh Long for the 2025–2030 period aims to strengthen linkages and mutual support in socio-economic development, while effectively leveraging each province’s potential and advantages. It seeks to promote Dong Nai’s role in processing industries and logistics, and Vinh Long’s role in developing high-tech, organic and low-emission agriculture, river-based economy, and agricultural–aquatic raw material zones. The agreement will help establish integrated chains from production, processing and logistics to consumption, linked with market expansion and exports, thereby strengthening connectivity between the Southeast Region and the Mekong Delta and enhancing the comparative advantages of each locality.

The two sides agreed to cooperate in eight key areas: development of high-tech agriculture, processing and logistics; development of infrastructure, urban areas, industrial parks and clusters, and logistics services; development of supporting industries, renewable energy and inland waterway logistics; investment promotion, trade, international cooperation and tourism; science and technology, digital transformation and sustainable development; supply of construction materials, especially sand and stone; education and training, labor and employment; and cultural development.

Speaking at the signing ceremony, Ton Ngoc Hanh and Ho Thi Hoang Yen requested that, following the signing, the Party Committees and People’s Committees of both provinces direct their respective departments and agencies to sign specific cooperation agreements in each field and effectively implement the contents of the agreement. The goal is to achieve tangible results in cooperation, jointly strive for stronger development of both provinces, and further improve the quality of life for local residents.
