The commune currently has 15 community digital technology teams with 58 members. These teams have actively coordinated with local mass organizations, hamlets, telecommunications providers, and banks to disseminate information and guide residents in developing digital skills on the Digital Literacy Platform and in receiving training on community artificial intelligence (AI).
Enhancing digital capacity and digital skills for residents
In recent times, Dai Phuoc Commune has proactively integrated communication efforts with support for residents in installing and activating electronic identification (VNeID), moving toward the model of “One citizen – One digital identity”. At the same time, the commune’s community digital technology teams have collaborated with relevant units to guide residents in non-cash payments and in obtaining personal digital signatures, while also providing information on cybersecurity, recognizing fake news, harmful information, and online fraud.
According to Phan Chi Thao, Vice Chairman of the Dai Phuoc Commune People’s Committee, thanks to strong leadership efforts, the Digital Literacy Program in the commune has achieved practical results. Many residents can now complete online public administrative services independently or join support groups where specialized staff guide them on how to handle procedures from home, reducing travel time and costs. Notably, the commune’s Public Administrative Service Center has set up a community bookshelf offering diverse books, with a particular focus on digital skills for citizens. To date, the rates of administrative procedures processed through online public services and online fee payments have both exceeded 99%. Approximately 25% of the adult population has been issued a personal digital signature. Non-cash payment activities are also thriving.
Nguyen Thi Do, a resident of Thi Cau Hamlet in Dai Phuoc Commune, shared: In recent times, communication and updates on digital transformation and online public services have been strengthened across our hamlet and the commune. As a result, residents have gained more basic digital knowledge and skills. Moreover, when coming to the commune’s Public Administrative Service Center, citizens receive thorough support and guidance from staff.
Piloting various new models
Since late October 2025, the Dai Phuoc Commune People’s Committee has been one of three units selected by the Dong Nai Department of Science and Technology to pilot a virtual assistant in administrative operations. The AI Virtual Assistant Project is the result of collaboration in research and technology transfer between the Department of Science and Technology and Lac Hong University.
Accordingly, the virtual assistant answers and provides detailed consultations on administrative procedures; guides residents step-by-step on submitting online applications, helping them save travel time; and supports legal information lookup.
Pham Son Dien, Deputy Director of the Dai Phuoc Commune Public Administrative Service Center, said: This AI assistant is an important step forward in the commune’s digital transformation efforts, moving toward a modern public administration system centered on citizens. The AI assistant operates 24/7, ready to support residents anytime - day or night, weekdays, weekends, or holidays.
Most recently, in late November 2025, the Dai Phuoc Commune People’s Committee launched a program to distribute keychains promoting online public services to residents across the commune’s hamlets. Specifically, the commune handed out 4,500 keychains, with 200 for each hamlet, to be distributed to business households and families that frequently use online public services.
One side of the keychain features the QR code for the National Public Service Portal. The other side includes the QR code linking to the Dai Phuoc Commune Zalo support group for online administrative procedures, enabling residents to access information, ask questions, and track applications anytime and anywhere, thereby reducing travel time and increasing transparency and efficiency in administrative processing. In addition, the commune also coordinated with FPT Dong Nai to distribute 500 communication boards related to administrative procedures to residents in the hamlets.
In November 2025, the Dai Phuoc Commune People’s Committee and Viettel Dong Nai signed a strategic cooperation agreement on digital transformation for the 2025–2030 period. Under this agreement, the commune will focus on implementing its key digital transformation tasks and seek support and consultation from Viettel Dong Nai’s top experts, particularly in areas such as building digital platforms and connectivity infrastructure; developing digital government and convenient public services; and comprehensively advancing the digital economy and digital society. The goal is to build a digital government, digital economy, and digital society in the locality for the 2025–2030 period.
Pham Son Dien, Deputy Director of the Dai Phuoc Commune Public Administrative Service Center, added: Digital transformation is a crucial component in operating the two-tier Local Government model. The commune has developed an Action Program for promoting digital transformation during the 2025–2030 period with six key task groups and 22 specific initiatives, focusing especially on digital government and digital society. Recently, the commune has effectively implemented provincial shared software systems for document management, operations and workflow, and administrative procedures. At the same time, the commune has expanded various models and information channels so that residents and businesses can access online public services more quickly and conveniently.
