After two working days in an urgent and serious spirit, the 1st Ho Chi Minh Communist Youth Union (HCYU) Congress of Dong Nai province for the 2025-2030 tenure completed its entire agenda at noon on December 6.
Attending the congress on behalf of the HCYU Central Committee was comrade Nguyen Pham Duy Trang - Secretary of the HCYU Central Committee, Chairwoman of the Ho Chi Minh Young Pioneer Organization (HYPO) Central Council.
Representing Dong Nai province at the congress were comrades: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province; and Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee’s Organization Commission.

Leaders of the HCYU Central Committee and the Provincial Party Committee acknowledged and highly appreciated the efforts and achievements of the Youth Union work and movements of teenagers and children in Dong Nai province during the 2022-2025 period. They expressed their agreement with the goals, orientations, tasks, and solutions proposed at the congress. At the same time, leaders of the HCYU Central Committee and the Provincial Party Committee also provided additional guidance and direction for Youth Union organizations at all levels to prioritize during their implementation in the upcoming tenure.
The Youth Union movements must reflect the pulse of everyday life
Speaking at the congress, Nguyen Pham Duy Trang, Secretary of the Central Committee of the HCYU, emphasized that the newly formed Dong Nai, with its large area and population, provides new space, potential, and advantages for the province’s development. The Resolution of the 1st Dong Nai Provincial Party Committee Congress has also identified three breakthrough tasks and eight key missions, aiming to build Dong Nai into a green, prosperous, civilised, and modern province, striving to meet the basic criteria of a centrally governed city by 2030. This serves as an important strategic orientation for all Youth Union levels across the province as they implement their work in the coming period. It is also an opportunity for the Youth Union to demonstrate the pioneering spirit, courage, intellect, and aspiration for dedication of Dong Nai’s young generation in the new era.
Therefore, she requested that Youth Union organizations at all levels in Dong Nai continue to fundamentally renew the content and methods of educating the younger generation in revolutionary ideals, ethics, and cultural lifestyles. This should be done with principled content and approaches suited to current circumstances, with a focus on accelerating digital transformation, shifting communication efforts from one-way to multi-dimensional engagement, and fostering interaction with youth union members and young people, thereby making them the central subjects of educational activities.

In the context of advancing artificial intelligence and the rapid growth of social media, Youth Union organizations must engage and mobilize young people in the online environment, building and developing positive platforms and communication channels to guide and educate youth on social media. It is essential to closely monitor and shape public opinion by combining multiple communication approaches, ensuring a more proactive and timely orientation of information for young people.
In implementing the “Dong Nai youth pioneers in the new era” movement and the “Comprehensive development program for Dong Nai Youth,” the province’s young people must be the first to actively carry out the province’s directives in the new term. Youth Union movements must reflect the pulse of everyday life, stay grounded in reality, and align with the specific conditions of each locality. They must consistently apply the principles of “Three Easies” (easy to understand, remember, and do), “Three Clears” (clear objectives, responsibilities, and deadlines), and “Three Measurements” (measurable inputs, outputs, and impacts).

At the same time, practical solutions must be implemented to care for and support young people in various aspects, including education, job seeking, economic development, life skills training, health improvement, and cultural and spiritual well-being. It is necessary to work closely with agencies and units, mobilize all available resources, and implement programs that accompany and support youth in entrepreneurship and career development, thereby creating an environment for their comprehensive growth.
For the task of building a comprehensively strong Youth Union from the grassroots level, in addition to prioritizing the development of the province’s Youth Union cadre contingent, Youth Union organizations at all levels in Dong Nai need to invest in strengthening their structures and improving the operation quality of Youth Union and association organizations in industrial zones, non-state enterprises, residential areas, and schools.

Building and strengthening the Youth Union organizations from the grassroots
Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, stated that following the merger, Dong Nai has entered a new phase of development with a larger scale, broader space, and heavier tasks accompanied by higher demands. To meet the requirements of this new context, the Standing Deputy Secretary of the Provincial Party Committee requested that Youth Union organizations at all levels focus on building a strong, adaptable Youth Union structure capable of operating effectively under the new model; uniting and mobilizing young people; and nurturing children and adolescents to become union members. She also emphasized the need to continue fostering outstanding union members as a source for Party admission.

Moreover, the Youth Union must be strengthened from the grassroots level, promoting its core role in mobilizing and uniting young people. It should truly serve as an environment for training and nurturing the younger generation, a space where youth union members and young people can place their trust and express their aspirations to contribute. The Youth Union is also expected to strongly innovate its content and modes of operation toward greater modernity, creativity, and digital application. Activities must closely align with the needs of different groups of young people, especially those in specific areas and those active in the digital environment. Efforts to unite and engage young people should be intensified, contributing to consolidating and expanding the great national unity bloc, and attracting youth participation through dynamic, appealing, practical, and high-quality movements.

Building a strong contingent of Youth Union cadres is a key factor that determines the strength of the organization. Youth Union cadres must demonstrate political steadfastness, enthusiasm, and strong skills in youth mobilization and persuasion; they must also be technologically proficient, innovative in their thinking, and closely connected to grassroots realities. Each Youth Union cadre should take pride in their role, being a youth leader capable of uniting, guiding, inspiring, and instilling confidence in young people. They must be the pioneering force in entrepreneurship, national defense, nation-building, and international integration. The Youth Union needs to proactively identify, nurture, and train the next generation of young cadres, creating an environment for their development so they can become a core force among youth and a high-quality source of future Party officials in the new period.
The Congress announced the decision of the HCYU Central Committee to appoint the 1st Executive Committee of the Dong Nai Provincial Youth Union for the 2025-2030 tenure, consisting of 41 members, and its Standing Committee with 13 members. At the same time, the HCYU Central Committee appointed comrade Nguyen Minh Kien, Provincial Party Committee member and Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, as Secretary of the 1st Provincial Youth Union for the 1st tenure. Comrades Nguyen Tran Phuong Ha and Phan The Cong were appointed as Deputy Secretaries of the Dong Nai Provincial Youth Union for the 2025-2030 tenure. The Congress also announced the decision to appoint 19 official delegates and 5 alternate delegates to attend the 13th National HCYU Congress for the 2026-2031 tenure.
Each youth union member and young person must recognize their role as future owners of the nation, proactively cultivate discipline, nurture big ambitions, live with ideals and a desire to contribute, never living aimlessly or wasting opportunities. They should value every single day and every chance to grow and mature. At the same time, they must unite and support one another to progress together; be proactive and creative in all circumstances and across all fields; be confident in starting businesses and building careers; participate in safeguarding the Fatherland, thereby making worthy contributions to the province’s development.
Comrade Ton Ngoc Hanh also requested Party committees, local authorities, and the Vietnam Fatherland Front at all levels to pay close attention and create the best possible conditions for the Youth Union to operate; to directly lead the Union, implement guidance, mentor and support young people so they can grow and meet the demands of their duties. She emphasized the need to trust the Youth Union and boldly assign difficult and new tasks, allowing Youth Union officials, members, and young people to train and mature through practical experience.
