On December 26, Vo Tan Duc, Deputy Secretary of the Dong Nai Provincial Party Committee, chaired a meeting of the Steering Group for the implementation of key projects and works in the province.
The meeting was also attended by Ho Van Nam, Ho Van Nam, Member of the Provincial Party Standing Committee, Secretary of the Tran Bien Ward Party Committee, and Chairman of the Ward People’s Council, and Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People’s Committee.

The Standing Committee of the Provincial Party Committee issued Decision No. 313-QD/TU on August 28, 2025, listing 29 key projects and works across multiple sectors, including planning and development initiatives with various funding sources. In particular, thirteen projects are financed by public investment capital, six are implemented through Public-Private Partnerships (PPP), and 10 rely on non-state funding or relate to other planning and development schemes.

Regarding the implementation progress of key works and projects, assessments indicate that for those using public investment capital, implementation remains slow, and although there has been some progress in public investment disbursement, it has not yet met the requirements set by the provincial leadership. In 2025, the total public investment capital allocated to projects amounted to more than VND 15.7 trillion. As of December 23, VND 5.3 trillion had been disbursed. Excluding the VND 8 trillion for the Gia Nghia - Chon Thanh section of the North-South Western Expressway, the disbursement rate rises to 69%, below the province-wide average.

For works and projects implemented under the PPP model, the total investment capital hits over VND 117 trillion, excluding the Dong Phu–Binh Duong Road Project, which is under review for contract termination. The projects are moving forward with investment procedures at a rapid pace, including three projects that have received investment approval in principle, while two others have been cleared by authorities and assigned to the proposing units, moving quickly through the investment process.
Progress on the remaining projects remains slow, with little improvement so far.
At the meeting, Deputy Secretary of the Provincial Party Committee Vo Tan Duc said site clearance remains the main bottleneck slowing key projects in the province. Limited material supply, delays in investment approvals, and capacity constraints among some contractors, including shortages of labor and equipment, have also contributed to the delays.
He called on investors and contractors to speed up construction and quickly complete key projects whose major obstacles have been cleared, including Component 1, the Bien Hoa–Vung Tau Expressway, and Component 3 of Ho Chi Minh City’s Ring Road 3, and put them into operation.

Along with that, construction on Provincial Roads 25B and 25C must also be accelerated to link Long Thanh International Airport to the regional road network when it becomes operational.
Deputy Secretary of the Provincial Party Committee Vo Tan Duc instructed the Party Committee of the Provincial People’s Committee to advise on consolidating the personnel of the Steering Group for the implementation of key works and projects in the province. He also called for a review to remove largely completed projects, and to add new ones to the list of key works and projects. In addition, departments and local authorities were urged to fast-track construction of resettlement areas to support site clearance.
