The final two months of 2025 – time for all-out efforts and acceleration

On November 8, the Dong Nai Provincial Party Committee held a thematic conference to discuss key tasks and solutions for the final months of the year, aiming to achieve the province's economic growth target for 2025.

Attending and co-chairing the conference were Secretary of the Dong Nai Party Committee and Head of the Provincial National Assembly Delegation Vu Hong Van; Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council Ton Ngoc Hanh; Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc; Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front (VFF) Committee Huynh Thi Hang; and Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Commission Thai Bao.

Also present at the event were members of the Provincial Party Executive Committee and leaders from various departments, sectors, and localities throughout the province.

Addressing development "bottlenecks"

According to Truong Thi Huong Binh, Member of the Provincial Party Committee and Director of the Department of Finance, Dong Nai has identified 128 key tasks to realise its double-digit growth target in 2025. Of these, 65 have been completed, while 63 are underway. During the first nine months of 2025, the province recorded an economic growth rate of 8.86%, closely aligning with the set scenario. Several major tasks achieved positive outcomes, including budget revenue exceeding VND 75 trillion, domestic investment attraction surpassing VND 145 trillion, and foreign direct investment (FDI) attraction reaching over USD 2.5 billion. Key infrastructure projects were also been accelerated.

In his address, Vu Hong Van, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Delegation, commended the collective efforts of the Party organization, Government, and citizens, which yielded substantial socio-economic results over the first 9 months of the year. The province's economic growth rate at 8.86% year-on-year exceeded the target assigned by the Government. Core sectors, including industrial production, retail, budget revenue, and FDI disbursement, showed strong performance.

However, he noted that in the period, some tasks remained slow or fell short of expectations, such as public investment disbursement, urban planning, and industrial park zoning. Urban development plans for Bien Hoa, Long Thanh, Nhon Trach, and Trang Bom were pending approval. Progress in planning industrial zones was still slow.

Additionally, progress in land-use rights auctions remains slow, which affects revenue generation for development investments. Key industrial projects are facing delays, with several industrial parks yet to commence construction. The Nhon Trach 3 and 4 Thermal Power Plants, crucial drivers of industrial growth, have not yet entered commercial operation as scheduled.

"We must thoroughly internalise the spirit of ‘three priorities, three transparencies, and one measurement’ as directed by the Party General Secretary To Lam, and adhere to the 'six clarities' principle – clarity in terms of personnel, tasks, timeline, responsibility, output, and authority,"

Acknowledging that the workload for the remaining months is immense and decisive, the Standing Board of the provincial Party Committee urged delegates to assume full responsibility, engage in frank discussions, and propose breakthrough solutions to promptly address existing bottlenecks.

Time for all-out efforts and acceleration

According to Vo Tan Duc, Chairman of the Provincial People's Committee, Dong Nai must achieve at least 12.8% growth in Q4–2025 to meet its annual 10% growth target.

"This is a highly challenging mission that requires all-out efforts and the highest determination across the entire political system. The final two months of 2025 represent the crucial period to exert full-scale efforts and accelerate task implementation. Departments, sectors, and localities must focus on completing the remaining 63 tasks," stressed Vo Tan Duc.

He directed all agencies to enforce strict administrative discipline and expedite the disbursement of public investments. Ensuring effective management, preventing revenue loss, and maximising emerging revenue sources are key to achieving the VND 100 trillion budget goal. Simultaneously, the province must strengthen planning management, attract high-quality investments, and ensure social welfare and administrative order.

"Over VND 8.3 trillion in public investment funds must be fully disbursed to reach 100% of the plan assigned by the Prime Minister," emphasised Vo Tan Duc.

Dinh Tien Hai, Acting Deputy Director of the Provincial Construction Investment Project Management Board, reported that the unit had been allocated over VND 7.5 trillion in public investment capital for 2025, including VND 2.5 trillion for land clearance for the Gia Nghia – Chon Thanh section of the Western North–South Expressway. To date, nearly VND 3.1 trillion has been disbursed.

"Although there is not much time left and a substantial amount of capital still needs to be disbursed, while weather conditions are challenging, we are determined to accelerate progress and fully disburse the public investment fund. This is not only a mandate but also a crucial solution to foster socio-economic growth. The Provincial Construction Investment Project Management Board will strive to complete the task of disbursing public investment capital in 2025," stated Dinh Tien Hai.

The Tran Bien ward is a locality with numerous key projects under construction. Ho Van Nam, Member of the Provincial Party Standing Committee, Secretary of the Party Committee, and Chairman of the Ward People's Council, stated that the ward is actively working to expedite land clearance to support the construction of projects. The goal is to hand over the entire site for the Central Axis Road Project by the end of November 2025 and for the Cai River Riverside Road Project by December 2025.

Regarding urban planning, Nguyen Anh Tuan, Director of the Department of Construction, stated that the department is urgently finalising the master plans for key urban areas, including Long Thanh International Airport City, and urban areas of Nhon Trach, Bien Hoa, and Trang Bom. Priority is also being given to approving the general planning for 25% of communes and wards with strategic economic and social importance, as well as for communes surrounding Long Thanh Airport.
