Enhancing the consolidation and development of grassroots Party organizations and improving the quality of Party members

Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission Thai Bao has signed and issued Plan No. 10-KH/TU on November 3, 2025. The plan aims to continue implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening the consolidation and building of grassroots Party organizations, and improving the quality of Party members in the new period.

The plan aims to achieve a significant transformation in enhancing the leadership capacity and combat strength of grassroots Party organizations, as well as the quality of Party members, contributing to building and rectifying a clean and strong Party and political system at the grassroots level, and strengthening public trust in the Party. The plan also focuses on developing a contingent of Party committee members, especially Party committee secretaries, who possess the necessary qualities, capabilities, and credibility to effectively lead their organizations in fulfilling the political tasks of grassroots Party organizations. Additionally, it seeks to improve the quality of Party membership development to meet the requirements of the new period.

The Provincial Party Committee has set specific targets for 2025-2030 period. Annually, over 90% of grassroots Party organizations and Party members are assessed and rated as “good” or higher in fulfilling their tasks. The goal is for the annual admission rate of new Party members to reach at least 3% of the total number of Party members in the Party Organization at the time the admission target is assigned. Additionally, 100% of villages, hamlets, and residential quarters are to have Party cells, and all such Party cells are to have Party executive committees.

The plan outlines a general task and four specific tasks.

The first task is to consolidate and enhance the leadership capacity and combat strength of grassroots Party organizations, including: innovating and completing the organization of various types of grassroots Party organizations; reviewing, amending, supplementing, and improving the functions, duties, powers, responsibilities, and working relationships of different types of grassroots Party organizations; renewing the content and methods of leadership by grassroots Party organizations and improving the quality of Party cell activities; and enhancing the political resilience, leadership capacity, skills, and Party work expertise of grassroots Party committee members.

The second task is to improve the quality of Party members, including: innovating and strengthening political and ideological education, training, and enhancing the political capacity of Party members; reinforcing Party member management, promptly reviewing and screening out Party members who are unqualified; and promoting and improving the quality of Party membership admission.

The third task is to strengthen the work of inspection, supervision, and Party discipline.

The final task is to promote the role of the Vietnam Fatherland Front, socio-political organizations, and the people in participating in building and improving the quality of grassroots Party organizations and Party members.
