On the afternoon of November 10, the Dong Nai Department of Health announced that it has drafted a resolution outlining health insurance premium support for specific groups in the province for the 2026-2030 period.

According to the draft resolution, groups eligible for 100% health insurance premium support include: individuals from poor and near-poor households as defined by provincial standards; ethnic minorities with permanent or temporary residence in border communes or Area I communes of Dong Nai province, as specified by the Prime Minister and competent authorities; individuals suffering from serious illnesses as defined by government regulations; and residents aged 70 to under 75 (excluding those from poor and near-poor households) with permanent or temporary residence in Area I communes of Dong Nai province, in accordance with regulations issued by the Prime Minister.
Other eligible groups include workers who have been unemployed for more than three months after exhausting their unemployment benefits and have not re-enrolled in health insurance until they either find new employment and join mandatory social insurance or receive a one-time social insurance payment. Homeless individuals and beggars in Dong Nai province who are temporarily placed in public social assistance facilities under the management of the health sector, while awaiting return to their place of residence, are also covered. People from households that have recently escaped poverty, as defined by the province’s multidimensional poverty standards, are eligible for 24 months from the date of official recognition. Additionally, collaborators engaged in population-related activities receive full state support for their health insurance premiums.
In addition, the state budget is expected to cover 70% of health insurance contributions for individuals from households engaged in agriculture, forestry, or fisheries who have an average living standard, as defined by the national criteria for households with a moderate standard of living.

A 50% health insurance premium subsidy will be provided to the following groups: students with disabilities enrolled in inclusive education programs at educational institutions across the province, as well as students attending the Dong Nai Inclusive Education Development Support Center; students attending schools located in border communes and Zone I communes in ethnic minority and mountainous areas of Dong Nai province, as designated by the Prime Minister and competent authorities; individuals from households engaged in agriculture, forestry, or fisheries with average living standards, according to the province’s criteria for average-income households; village health workers and traditional midwives; victims as defined by the Law on Prevention and Combat of Human Trafficking; and individuals from families that have moved out of near-poverty status under the central government's multidimensional poverty standard, for a period of 24 months from the date of official recognition.
A 30% subsidy on health insurance premiums will be provided for the following groups. These include households classified as near-poor under the central government’s standards. It also covers households that have escaped poverty under the central government’s multidimensional poverty criteria within 36 months from the official recognition of their status.
