The Dong Nai Provincial People’s Committee has issued Plan No. 151/KH-UBND to organize the collection of public opinions in the province on the draft documents for the 14th National Party Congress through the VNeID application.
The plan aims to mobilize and promote the intellect and democratic rights of the people in contributing to the Communist Party of Vietnam’s formulation of key directions, policies, and decisions for national development through 2030, with a vision toward 2045. It also seeks to strengthen public trust and deepen the close relationship between the people and the Party, accelerate the renewal process, and lead the country into a new era.

Additionally, the application of information technology solutions helps shorten the time required to collect and consolidate public feedback on the draft documents for the 14th National Party Congress. This approach creates favorable conditions, offers diverse channels, and enhances accessibility for people across the province to contribute their opinions. It also helps accurately reflect the genuine aspirations, expectations, and initiatives of the people toward the draft documents of the 14th National Party Congress.
The Provincial People’s Committee requests that the organization of public opinion collection be conducted in a democratic, scientific, transparent, and substantive manner, ensuring both progress and quality. Communication efforts must be carried out broadly, promptly, and effectively, with precise alignment to the specific responsibilities of each local authority and unit, to maximize public participation. At the same time, it is necessary to firmly combat and prevent all attempts to distort or sabotage the Party’s guidelines and the State’s policies and laws during the implementation of public opinion collection across the province.
Accordingly, the Provincial People's Committee calls on all cadres, party members, civil servants, public employees, workers, and all people living and working in the province who have active level 2 electronic identification accounts to contribute opinions through the function "Contribute opinions on draft documents of the 14th National Party Congress" on the electronic identification and authentication application (VNeID). The time for collecting opinions is from October 30 to November 15, 2025.
The Provincial People's Committee requested that departments, branches, agencies, and units across the province instruct their cadres, civil servants, public employees, and workers to submit feedback on the draft documents of the 14th National Party Congress via the VNeID application; and strive to ensure that 100% of those with active level 2 identification accounts participate in giving feedback.

The Provincial Police Department has been tasked with taking the lead in overseeing the collection of public feedback on the draft documents of the 14th National Party Congress via the VNeID application across the province. Commune-level police units are directed to coordinate with relevant agencies and units to establish support points, assist residents in installing the application, registering and activating Level-2 digital identification accounts, and promote and guide public participation in submitting feedback on the draft documents of the 14th National Party Congress through VNeID.
