Dong Nai Provincial People’s Committee authorized to adjust the Long Thanh Airport land acquisition, compensation, support, and resettlement project

Regarding the proposal to adjust the Long Thanh International Airport Land Acquisition, Compensation, Support, and Resettlement Project, on November 5, according to the Dong Nai Provincial People’s Committee, Deputy Prime Minister Tran Hong Ha issued guidance on the authority to decide on the adjustment of the project.

Accordingly, the adjustment plan for Subdivision III, Binh Son Resettlement Area under the project has been directed by Deputy Prime Minister Tran Hong Ha in Conclusion Notice No. 474/TB-VPCP dated September 11, 2025, of the Government Office.

As for the authority to decide on adjustments to the investment project, based on legal provisions including Clause 3, Article 46 of the Public Investment Law No. 58/2024/QH15 (dated November 29, 2024), and Clause 17, Article 7 and Point b, Clause 5, Article 10 of Law No. 90/2025/QH15 (dated June 25, 2025), the authority to decide on the adjustment of a nationally significant project, already approved by the National Assembly and managed by the provincial government, rests with the Chairman of the Provincial People's Committee. Therefore, the People's Committee of Dong Nai province will, based on these legal regulations, decide within its authority and in accordance with the law on the adjustment of the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project, while reporting to the Prime Minister any matters beyond its jurisdiction.

Deputy Prime Minister Tran Hong Ha assigned the Ministries of Finance, Construction, Agriculture and Environment, according to their assigned functions and tasks, to coordinate with and guide the Dong Nai People's Committee during the implementation process.

Earlier, the Dong Nai Provincial People’s Committee had proposed making adjustments to the Long Thanh International Airport Land Acquisition, Compensation, Support, and Resettlement Project.

To implement site clearance for the construction of Long Thanh Airport, two resettlement areas were planned in Dong Nai Province for affected households: the Loc An–Binh Son Resettlement Area and Subdivision III, Binh Son Resettlement Area.

During the implementation, 391 households initially registered to resettle in Subdivision III of the Binh Son resettlement area expressed their wish to move to Loc An–Binh Son Resettlement Area instead. As a result, the Dong Nai Provincial People's Committee instructed relevant units to reassess demand, area, and adjust detailed construction planning, increase the number of residential lots in the Loc An–Binh Son Resettlement Area. To date, Dong Nai Province has basically completed resettlement arrangements for the Long Thanh Airport Project and the T1, T2 road routes.

Therefore, the Dong Nai Provincial People's Committee proposed that the Central Government hand over the land with an area of ​​over 81 hectares (already compensated) in Subdivision III, Binh Son Resettlement Area, under the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport for socio-economic development according to the local planning. Regarding the 46 billion VND already disbursed for land compensation, the Provincial People's Committee is committed to using the provincial budget to repay the Central budget according to regulations.
