Zone 1 under the Trade Union Board of Industrial Parks currently oversees worker movements and trade union activities across seven industrial parks: Bien Hoa 1, Bien Hoa 2, Amata, Loteco, Agtex, Tam Phuoc, and the Ceramics Industrial Cluster. There are 333 grassroots trade union units with over 190,000 members, resulting in a unionization rate of more than 93 percent.
In 2025, production activities in enterprises within Zone 1 are gradually recovering, particularly in the wood processing, garment, mechanical engineering, and electronics sectors. However, recurring declines in orders, labor market fluctuations, and a shortage of skilled workers continue to pose challenges.

To foster harmonious and stable labor relations, grassroots trade unions in Zone 1 have collaborated with employers to implement grassroots democracy regulations and effectively organize employee conferences. In addition, guidance was provided to 73 grassroots trade unions on negotiating and signing collective labor agreements that contained many provisions favorable to workers. These unions also launched emulation movements among workers, resulting in more than 188,000 initiatives that brought significant benefits to enterprises.
At the conference, trade union cadres contributed opinions on a range of issues, including union operations, workers’ welfare, traffic safety in industrial parks, union dues, and Party development among workers. They also expressed the hope that higher-level trade unions will continue to strengthen support for grassroots units, particularly through upcoming Tet gift programs, transportation assistance for workers returning home for the holiday, and training to enhance the skills and professional capacity of trade union cadres.

Acknowledging the concerns and recommendations raised by grassroots trade union organizations, Nguyen Duc Thang, Vice Chairman of the Dong Nai Confederation of Labor, stated that these inputs serve as a foundation for the provincial trade union to develop solutions for adjusting its management approach, implementing activities, and making proposals to the Vietnam General Confederation of Labour as well as relevant provincial departments and sectors to improve operations in the time ahead. Nguyen Duc Thang also called on grassroots trade unions to quickly adapt to the new conditions following the province's transition to the two-tier local government model.
"The Provincial Confederation of Labor understands the difficulties and concerns faced by trade union cadres; however, at this time, all units must make every effort to strengthen the development of the trade union organization, ensuring it remains a strong pillar of support for its members. In addition, focus must be placed on organizing the 2025–2030 term congresses and conferences on schedule, and on providing thoughtful Tet support for trade union members and workers," Thang emphasized.
