The feedback focused on several key issues, including the results of implementing the 13th Party Congress Resolution and the country’s foundation, potential, position, and prestige after nearly 40 years of renovation. Most comments agreed with the assessment of the implementation of the 13th Congress Resolution and the nation’s development over the past four decades, as presented in the draft Political Report.

In addition, the comments had additional comments such as: on page 13 in section (4) regarding the building of a socialist rule-of-law state of Vietnam for the people, it is necessary to evaluate the results of implementing the two-tier local government to highlight the correct viewpoints and policies of the Party and the State and the results of implementing the model from July 1, 2025 to the present.

On page 16, in section (5) regarding limitations, weaknesses, and inadequacies, it was suggested to add: after 5 years, the wage reform has progressed very slowly; although discussed at various conferences, the issue has not been thoroughly addressed. It was recommended to strengthen discipline and stimulate internal capacity in fostering Party character.

Most comments agreed with the perspectives and objectives for building and developing the country in the new period, as outlined in the draft Political Report. Additionally, some constructive opinions and proposals were made, calling for greater attention to the healthcare sector, particularly regarding tasks and solutions for its development; noting that the ratio of doctors to hospital beds remains inadequate; and suggesting that targets for the doctor-to-population ratio be adjusted to reflect the actual situation.

To strengthen and build grassroots Party organizations and improve the quality of Party members, the opinions suggested adding content on renewing and enhancing the quality of Party committee activities, as well as maintaining and improving the quality of thematic Party cell meetings. Focus should be placed on developing “4-good” Party cells and “4-good” Party organizations. Annual evaluations on the quality of grassroots Party organizations and Party members should be innovated. It was also recommended to improve professional training on Party work for the pool of Party committee members, especially secretaries of both Party cells and Party organizations.
