Member of Dong Nai Provincial Party Committee, Director of the Department of Education and Training Truong Thi Kim Hue: Caring for and developing the teaching workforce to meet the requirements of comprehensive education reform

On the occasion of the 43rd anniversary of Vietnamese Teachers’ Day (November 20), Member of Dong Nai Provincial Party Committee and Director of the Department of Education and Training (DoET) Truong Thi Kim Hue shared with reporters from Dong Nai Newspaper and Radio, Television (DNNRTV) about the implementation of the Politburo’s Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development, including the work of supporting and developing the teaching workforce in the new context.

The Director of DoET Truong Thi Kim Hue said: “The Education and Training sector of Dong Nai province always receives close leadership and direction from the Provincial Party Committee, the People’s Council, the People’s Committee, and attention from society as a whole. This is extremely meaningful for a province with a large population, an extensive network of schools, teachers, and students like Dong Nai. Entering a new era - the era of national rise, the sector’s responsibility for improving teaching and learning quality and training high-quality human resources becomes even more important, contributing to the province’s rapid and sustainable development.”

THE EDUCATION SECTOR BEARS GREAT RESPONSIBILITY

* After the merger of Binh Phuoc and Dong Nai provinces, what the current scale of the education sector is?

Following the merger, the Education and Training sector of Dong Nai has a large scale, ranking among the top five nationwide. The province now has a complete educational system from preschool, general education, to high schools, colleges, and universities, including international schools. Currently, the province has over 1,240 educational institutions, with nearly 48,500 administrators, teachers, and staff under the assigned payroll (excluding those working in private institutions).

There are now more than 1.2 million students across all levels, accounting for more than one-quarter of the province’s total population. With such a large-scale sector, especially a very large number of students, the province will continue to have rich future human resources for development. However, this also means that investment needs for educational facilities, teachers, and students are enormous.

* In your view, what challenges does Dong Nai Education and Training sector face after the merger?

As mentioned earlier, the Dong Nai Education and Training sector always receives close leadership and direction from the Provincial leadership, so the sector has the conditions to develop, constantly improve the quality of teaching and learning, and meet the human resources needs of the province. Besides its advantages, the sector has also faced certain challenges after the merger. Managing the sector under a two-tier local government model has created initial confusion in delegating authority to commune-level government.

In the new development space, not only in management but also in development tasks, there are many difficulties. For example, both former Dong Nai and Binh Phuoc provinces had special characteristics in education development. Dong Nai previously faced great pressure from overcrowded schools due to its large population, especially around industrial zones. While Binh Phuoc previously had many border communes, where developing school infrastructure faced significant difficulties. Annual investment for school construction requires very large budget resources, so it must be done step by step. Additionally, the sector still lacks sufficient teacher payroll in public institutions. Other challenges include modernizing school facilities, IT applications, and digital transformation in teaching, learning, and management…

OVERCOMING CHALLENGES – PROMOTING “GOOD TEACHING, GOOD LEARNING”

As the head of the Dong Nai Education and Training sector, what are your expectations for new policy decisions from the central and provincial governments in promoting the development of the sector?

It can be said that the current difficulties facing the province's Education and Training sector are quite large. However, the Provincial Party Committee, People's Council, and People's Committee always pay attention and create favourable conditions for the sector to continue to develop in the new situation. Specifically, the Resolution of the 1st Provincial Party Congress, for the 2025-2030 tenure, set a target of 80% or more of national standard schools by 2030, while continuing to promote the socialization of education, attracting resources to develop more schools that meet international standards.

The sector also enjoys more favorable conditions from new mechanisms, policies of the Party and State. In particular, on August 22, 2025, the Politburo issued Resolution 71-NQ/TW on breakthrough development in education and training, which provides concrete solutions. The DoET is coordinating with relevant agencies to advise the Provincial People Committee to complete the provincial Action Program for implementing this resolution and submit it to the Provincial Party Standing Committee for approval.  

Furthermore, thanks to the Politburo’s Conclusion No.81-TB/TW dated July 18, 2025 on developing schools in border communes, the province has prepared a plan with nearly VND 1.12 trillion allocated to invest in schools in eight border communes. The sector also expects that new policies related to teachers’ benefits will further motivate them to innovate, creative and strengthen the Good Teaching – Good Learning movement.

* What solutions will Dong Nai Education and Training sector implement to enhance its teachers’ contribution to improving teaching and learning quality?

First of all, the Dong Nai Education and Training sector always prioritises improving teachers’ responsibility with the motto: Every teacher must be a role model for students. Teachers in the province must continuously study, train, improve professional qualifications and ethics, love their profession, be dedicated to their students, and contribute to building a safe, friendly, and healthy educational environment.

The Dong Nai Education and Training sector is determined to build a contingent of teachers who not only meet the quantity requirements but also have the capacity, expertise, strong political ideology, clear professional ethics, aspiration to contribute, and dedication to their beloved students.

Dong Nai’s DoET has focused on studying and implementing the Politburo’s Resolution 71-NQ/TW on breakthrough development in education and training throughout the province’s educational institutions, raising awareness and action among administrators, teachers, and staff. Besides proposing increased teacher payroll, the DoET is researching and building policies to attract teachers to remote, border, and disadvantaged areas, especially for subjects with severe teacher shortages. The department will also study regulations, mechanisms to mobilize professionals outside the teaching workforce to participate in teaching and training in educational institutions to create a competitive atmosphere for good teaching and good learning.

A key solution being promoted is training teachers in IT skills, comprehensive digital transformation, and effective application of artificial intelligence in teaching, learning, and management. Along with offering better policies for teachers, the department will also give practical attention, with specific measures for teachers’ evaluation to encourage the spirit of innovation and creativity in teaching and learning.
