6th session of 10th Dong Nai Provincial People’s Council reviews major transportation projects linking Dong Nai to Ho Chi Minh City

At the 6th session of the Dong Nai Provincial People’s Council, the deputies reviewed several proposals and draft resolutions related to key transportation projects.

Investment in the construction of Cat Lai, Long Hung, and Phu My 2 bridges under the PPP model

At the session, Truong Thi Huong Binh, Provincial Party Committee member and Director of the Department of Finance, presented a proposal to approve the competent authority to implement the investment project under the Public-Private Partnership (PPP) model, spanning two provincial-level administrative units: Dong Nai and Ho Chi Minh City.

The proposal notes that the transportation network linking Dong Nai province and Ho Chi Minh City relies on three main modes: road, rail, and waterway, with road transport serving as the dominant mode.

However, with rising traffic density, existing roads such as National Highways 1 and 51 are frequently congested and overloaded. Although recent efforts have focused on developing ring roads, expressways, and regional connections between the two provinces, these measures still fall short of meeting traffic demand, especially with the upcoming operation of Long Thanh International Airport.

The investment in transportation projects linking Dong Nai province and Ho Chi Minh City aims to gradually complete the regional transportation network as planned for the Southeast region and Dong Nai province. The projects seek to enhance transport capacity, strengthen connectivity between neighboring localities, facilitate passenger travel and cargo transport, and support the socio-economic development of both areas.

In addition to public investment projects currently under study and implementation by both localities, attracting private investors to participate in PPP projects is being actively encouraged. Under the agreed strategy, the two localities will coordinate the implementation of the Cat Lai Bridge, Long Hung Bridge, and Phu My 2 Bridge projects to strengthen connectivity between Dong Nai province and Ho Chi Minh City.

The proposal recommends that the People’s Committee of Ho Chi Minh City be designated as the competent authority to implement the Phu My 2 Bridge project under a PPP model. It also recommends that the People’s Committee of Dong Nai Province be designated as the competent authority to implement the Cat Lai Bridge and Long Hung Bridge (Dong Nai 2 Bridge) projects under the PPP model.

Investment in the Huong Lo 2 construction project

Regarding these projects, at the session, the People’s Committee of Dong Nai Province also submitted a draft resolution to the Provincial People’s Council to approve the investment policy for the Huong Lo 2 construction project (section  from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway).

The People’s Committee of Dong Nai Province stated that completing the Huong Lo 2 route, from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, (with a planned 60-meter building line), aims to gradually improve the province’s transport system. The road will form a riverside route along the Dong Nai River, promoting the development of modern riverside urban centers and supporting the province’s socio-economic growth. It will also help distribute traffic and reduce congestion on National Highway 51.

The Huong Lo 2 construction project (from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway) is estimated at approximately 5,888 billion VND, of which over 3,000 billion VND falls under Group A projects as stipulated in Point a, Clause 3, Article 9 of the 2024 Law on Public Investment. The project will use about 573 billion VND of Dong Nai provincial budget for compensation and site clearance.

Investment in three projects connecting Dong Nai province and Ho Chi Minh City

The People’s Committee of Dong Nai Province also submitted to the Provincial People’s Council a proposal and draft resolution to approve the assignment of competent authorities to implement three projects connecting Dong Nai Province and Ho Chi Minh City: Thanh Hoi 2 Bridge, Tan An Bridge (Tan An Bridge - Lac An), and Tan Hien Bridge (Tan Hien Bridge - Thuong Tan).

Truong Thi Huong Binh, Provincial Party Committee member and Director of the Dong Nai Department of Finance, stated that investing in transportation projects connecting the two localities aims to gradually complete the regional transportation system according to the Southeast region’s plan, enhance transport capacity, and strengthen links with neighboring areas to serve travel, goods transportation, and socio-economic development. In particular, improving connectivity with Ho Chi Minh City will boost socio-economic growth in Dong Nai Province and the broader Southeast region.

The provincial People’s Committee proposal recommends approving the Thanh Hoi 2 Bridge project, connecting Dong Nai province with Ho Chi Minh City, using funding from Ho Chi Minh City’s budget and designating the Ho Chi Minh City People’s Committee as the managing authority for the project.

Approval was granted for the Tan An Bridge (Tan An Bridge - Lac An) project, connecting Dong Nai province with Ho Chi Minh City, using funding from Ho Chi Minh City’s budget, with the Ho Chi Minh City People’s Committee designated as the managing authority.

Approval was granted for the Tan Hien Bridge (Tan Hien Bridge - Thuong Tan) project, connecting Dong Nai province with Ho Chi Minh City, funded by Dong Nai Province’s budget, with the Dong Nai People’s Committee designated as the managing authority.

Regarding the above projects, Huynh Viet Cuong, Head of the Economic and Budget Committee of the Dong Nai Provincial People’s Council, presented the appraisal report, generally agreeing with the contents of the provincial People’s Committee’s proposal. He also discussed, provided feedback, and clarified related points to ensure that the provincial People’s Council deputies fully understood the issues presented.
