On the morning of November 10, the 10th Dong Nai Provincial People’s Council convened its 6th thematic session. The session was chaired by Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, and Tran Van Mi, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Council.
Also in attendance were Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai Province; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission.

In her opening speech, Chairwoman Ton Ngoc Hanh stated that shortly after the reorganization of provincial-level administrative units, the Provincial People’s Council had promptly organized five sessions to review and decide on key matters relating to organizational apparatus, finance – state budget, planning, land management, support policies, and social welfare, thereby laying a solid foundation for the local government’s operation in the new period.
The 6th People’s Council session was convened to deliberate and approve a range of important and urgent issues with direct significance for the province’s socio-economic development, institutional strengthening, and social welfare assurance in the province.
Highlighting the major objectives and tasks Dong Nai must accomplish from now to the end of 2025, Chairwoman of the provincial People’s Council Ton Ngoc Hanh emphasized the decisive efforts being made by provincial authorities and that People’s Council deputies must uphold their roles and responsibilities across all sectors. She requested presenting agencies to deliver concise, clear briefings on proposals; while appraisal committees were asked to clarify differing viewpoints during resolution drafting. On that basis, the delegates will exercise a sense of responsibility by studying, discussing, and contributing to the success of the session.

According to the agenda, the session will consider key matters affecting the province’s development, including: reaching consensus on the competent authority to implement investment projects under the public-private partnership (PPP) model passing through Dong Nai and Ho Chi Minh City; agreeing to assign the managing agency to carry out three projects connecting Dong Nai and Ho Chi Minh City; approving the investment in the Huong Lo 2 construction project (from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway) under the PPP model; and decentralizing revenue sources, expenditure responsibilities, and revenue-sharing ratios among budget levels of Dong Nai Province for 2026 and for the 2026-2030 period.

The session also reviewed proposals on: regulations regarding principles, criteria, and norms for allocating recurrent state budget expenditures in Dong Nai; regulations on allowances for personnel working beyond official payroll quotas in Party- and State-assigned associations at provincial or district levels who terminated their employment before July 1, 2025, due to the implementation of the two-tier local government model. Approval will also be sought for the project on ensuring facilities for commune-level public security in Dong Nai Province for the 2025–2030 period; regulations on criteria for establishing security and order protection teams, criteria regarding the membership size, as well as levels of support and allowances, ensuring operational conditions for such teams at the grassroots level in Dong Nai Province.
In addition, many other important proposals will be submitted to the Provincial People’s Council deputies for proactive review and discussion, (with the same legal value as the documents presented at the session).

In her closing remarks, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council Ton Ngoc Hanh noted that the 6th session took place as the province’s political system was actively implementing action plans to realize the Resolution of the 1st Dong Nai Provincial Party Congress for the 2025–2030 term. With a spirit of openness, innovation and determination, the Provincial People’s Council reviewed, discussed, and decided on numerous pivotal resolutions, laying the legal and resource foundation for the province to achieve rapid and sustainable development in the coming period.

At the session, based on proposals and the draft documents submitted by the Provincial People’s Committee, appraisal reports from People’s Council Boards, and the dedicated and responsible discussions of the deputies, the People’s Council adopted 20 resolutions of important significance. Among them, some contents were adjusted to suit local conditions and current practical realities. The Resolutions focus on key areas such as finance and budget; public investment; urban and transport infrastructure development; land and natural resource management; agriculture, social welfare and national defense – security. They were drafted based on newly issued legal documents from the National Assembly, the Government, and central ministries and agencies, ensuring consistency and coherence with the current legal system. Chairwoman Ton Ngoc Hanh emphasized that many of the contents formulated based on practical needs following the reorganization of the province’s administrative units in order to concretize new mechanisms and policies suitable to Dong Nai’s specific conditions. These policies have clear objectives and reasonable norms, ensuring continuity, effectiveness, and the ability to balance the local budget.
Particularly, the Provincial People’s Council approved strategic resolutions creating breakthroughs in transportation infrastructure connecting Dong Nai Province and Ho Chi Minh City, including: the Resolution unifying the competent authority to implement construction investment projects (Phu My 2, Long Hung, and Cat Lai bridges) under the Public-Private Partnership (PPP) model across the two provincial-level administrative units of Dong Nai and Ho Chi Minh City; the Resolution agreeing in principle to assign the managing agency to carry out three projects: Tan An Bridge (Tan An Bridge – Lac An), Tan Hien Bridge (Tan Hien Bridge - Thuong Tan), and Thanh Hoi 2 Bridge connecting Dong Nai Province and Ho Chi Minh City; and the Resolution on the investment in the Huong Lo 2 Road construction project (from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway) under the PPP model.
In addition, the Provincial People’s Council passed resolutions on: the decentralization of revenue sources, expenditure responsibilities, and revenue-sharing ratios among budget levels of Dong Nai Province for 2026 and the 2026-2030 period; and the principles, criteria, and norms for allocating recurrent state budget expenditures of Dong Nai Province, ensuring fairness, transparency, and encouraging localities to promote proactiveness, thrift and efficiency.

The Chairwoman of the Provincial People’s Council requested that, immediately after the session, the Provincial People’s Committee urgently direct the implementation of the approved resolutions, ensuring compliance with regulations, feasibility, and effectiveness. Special emphasis was placed on accelerating investor selection procedures and the signing of PPP contracts for infrastructure projects, and resolving outstanding issues, including the recovery of bad debts from the Cooperative Development Fund to preserve and grow the province’s capital resources.
Ton Ngoc Hanh further noted that the year-end regular session for 2025 is scheduled to take place in early December 2025, with an estimated 60 draft resolutions to be reviewed and approved. This represents an exceptionally large number of resolutions, which are currently in the final stages of development and completion.
The Chairwoman urged the Provincial People’s Committee to provide close, proactive, and decisive direction to ensure that all contents previously agreed upon and approved by the Standing Committee of the Provincial People’s Council, the Provincial People’s Committee, and the VFF Committee of Dong Nai Province at the session to finalize the agenda for the year-end 2025 regular session will be submitted on schedule and in accordance with required procedures for the upcoming year-end session. She also requested that the Provincial People’s Council Committees conduct appraisal, and the Provincial VFF Committee carry out social review in a frank, objective manner, ensuring legal compliance while remaining aligned with local realities, thereby contributing to the quality of the development and issuance of regulatory documents.
