On the morning of October 8, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People's Committee, held a working session with the Party Committee and People's Committee of Tri An commune to review the implementation progress of the Tri An Hydropower Plant Expansion Project and the access road project connecting to Hieu Liem Bridge in Tri An commune.
Nguyen Thanh Tu, Provincial Party Committee member, Party Secretary, and Chairman of the People’s Council of Tri An commune, along with leaders of Tri An commune, welcomed and worked with the delegation.
The Tri An Hydropower Plant Expansion Project in Tri An commune involves 55 land acquisition cases, with a total of 92.09 hectares across 192 land parcels. Among these, Tri An commune has approved compensation and support plans for 38 cases involving 66.9 hectares and 164 land parcels, accounting for 73% of the project's total acquired area. All land acquisition decisions are expected to be issued by October 15.

Immediately after the public posting period ends, on November 4, Tri An commune will coordinate with the Vinh Cuu Branch of the Land Development Center and relevant units to hold a public meeting to gather opinions on the compensation plan.
Specifically, by November 7, dialogues will be held with cases that have not yet reached an agreement on the compensation plan. By November 8, the plan will be finalized for submission to appraisal and approval. By November 15, the compensation plan will be appraised and approved. In November 2025, decisions on land acquisition and enforcement will be issued. In December 2025, enforcement will be carried out for cases involving assets on land where site handover has not been completed.
The commune proposed that the province direct relevant departments and agencies, such as the Department of Justice, the Department of Agriculture and Environment, to provide guidance and support in finalizing legal documents, procedures, and processes in cases requiring enforcement related to the acquisition of 28 land parcels totaling 25.18 hectares (if applicable). At the same time, the commune suggested establishing an inter-agency task force to support the locality in project implementation, review additional support policies, and ensure the stability of housing and livelihoods for affected residents.
For the access road project connecting to Hieu Liem Bridge via Tri An commune, the total land acquisition encompasses over 36 hectares across 134 land parcels. To date, the inventory and measurement process has been finalized for 96 files out of 134 land parcels, including 28 households with affected houses. Currently, the Vinh Cuu Branch of the Land Development Center is coordinating with the Tri An Commune People’s Committee to disseminate and publicly post the decision approving the compensation and resettlement support plan, and to notify those whose land is being recovered. It is anticipated that the first phase of compensation and resettlement support payments will be completed for the households before October 15.

Speaking at the working session, Vice Chairman of the Dong Nai People's Committee Ho Van Ha emphasized the need for Tri An commune to promptly establish a complaint resolution team. He noted that the Provincial Inspectorate would soon assist the commune in handling petitions to prevent the emergence of potential hotspots related to the two ongoing projects. Provincial leaders also requested that Tri An commune authorities develop a clear implementation schedule and set specific targets to ensure the timely completion of compensation payments and resettlement support for affected households.
Regarding the establishment of a task force to support the implementation of the Tri An Hydropower Plant Expansion Project and the access road connecting to Hieu Liem Bridge, the Vice Chairman of the Dong Nai People's Committee requested that Tri An commune proactively handle matters within its jurisdiction. In cases where difficulties exceed its authority, the province will assign officials or establish a working group to provide direct support to the commune.
Vice Chairman of the Dong Nai People's Committee Ho Van Ha emphasized that any locality falling behind in compensation progress will be referred to the Department of Home Affairs for review and accountability. He also called on departments, agencies, and localities to urgently review and respond to related proposals, thereby promptly addressing any obstacles.
Provincial leaders also noted that delays in compensation work would directly impact the overall progress of the entire project, emphasizing that indifference or negligence during implementation is entirely unacceptable.
