This strategic orientation marks a new phase in building and developing Dong Nai’s culture, motivating all levels, sectors, and localities to make concerted efforts and determination to gradually translate the Resolution of the Provincial Party Congress into reality.
Turning vision into concrete programs and actions
Deputy Secretary of the Party Committee of Phu Rieng Commune, Nguyen Thi Lan Anh, said: In order for culture to truly become both the goal and driving force of development, with people as the central subject, investment in cultural resources needs to be specifically planned for each locality and region. In particular, she emphasized the importance of cultural space planning so that every locality can leverage its unique strengths, thereby enriching and diversifying the cultural values of Dong Nai Province.
Lan Anh stressed: “The preservation and restoration of traditional culture, especially that of ethnic minority communities, requires clear planning and roadmaps. This effort not only helps safeguard cultural identity and create a distinctive hallmark but also promotes traditional cultural values, shaping a cultural landscape that is unique, diverse, and rich in identity.”
Sharing the same perspective on the importance of cultural institutions, Chairman of the People’s Committee of Binh Minh Commune, Tran Duc Hoa, said: The current major challenge lies not in construction but in maintaining operations. In the context of Dong Nai and the whole country implementing the two-tier local government model, localities can readily invest in and build grassroots cultural and sports facilities. However, operating these institutions still faces many obstacles due to the lack of mechanisms and dedicated personnel, which prevents their functions and effectiveness from being fully realized.
Using the building of swimming pools in schools as an example, Chairman of the People's Committee of Binh Minh Commune Tran Duc Hoa raised the issue that there is currently no operating mechanism for swimming pools due to regulations on public asset management and payroll. It is also difficult to implement socialization. Therefore, practical solutions are urgently needed to remove these barriers and improve the operational effectiveness of such institutions.
In addition, Hoa also emphasized the role of local history education in nurturing cultural identity among younger generations. “In the coming time, the education sector and the Department of Culture, Sports, and Tourism need to work closely together to organize activities for students to access and learn about historical sites, bringing local cultural history to life within schools,” he said.
Practical experience in Dong Nai in recent years has shown that localities which prioritize investment in culture enjoy stronger community cohesion. Once the movement on developing grassroots cultural lifestyle has flourished, it can foster social consensus and enrich the spiritual life of the people.
Prioritizing cultural activities at the grassroots level
Provincial Party Committee Member, Director of the Department of Culture, Sports and Tourism Le Thi Ngoc Loan said: With the spirit of “Culture as the foundation - Information as the lifeline - Sports as the strength - Tourism as the bridge of connection”, in the new stage, the entire sector is committed to developing a rich, modern, and distinctive cultural, sports, and tourism identity for Dong Nai. This will serve as a spiritual foundation and driving force for sustainable development, marking a new era with new achievements and milestones, contributing to building a prosperous, democratic, equitable, civilized, and happy Vietnam.
For the 2025–2030 term, the Department of Culture, Sports and Tourism has identified key solutions to advance culture, sports, and tourism, thereby contributing to the successful implementation of the Resolution of the 1st Dong Nai Provincial Party Congress for the 2025–2030 tenure. In particular, the sector will continue to effectively implement Resolution No. 33-NQ/TW on “Building and developing Vietnamese culture and people to meet the requirements of sustainable national development”, inheriting and promoting Resolution No. 12-NQ/TU (December 12, 2023) on building and promoting the cultural values and people of Dong Nai as an important resource and driving force for comprehensive and sustainable development, as well as Resolution No. 14-NQ/TU (November 23, 2023) on building and developing the culture and people of Binh Phuoc through 2030, with a vision to 2045.
At the same time, the Department of Culture, Sports, and Tourism will continue to organize a wide range of cultural activities to serve political tasks and meet the needs of the people, with particular emphasis on bringing cultural programs to grassroots communities, remote areas, border regions, and ethnic minority communities. Resources will be mobilized for key investments to build modern, synchronized cultural and sports facilities that match the province’s potential and are capable of hosting regional and international events. The planning and development of a standardized system of grassroots cultural and sports institutions, will also be accelerated to meet the cultural and spiritual needs of the people.
With the orientation of “taking people as the center”, Dong Nai is gradually turning this vision into reality through practical programs, projects, and policies. This will serve as a guiding principle to make culture a pillar alongside the economy, contributing to building a comprehensively developed, distinctive, and modern Dong Nai.
Also according to Provincial Party Committee member and Director of the Department of Culture, Sports, and Tourism, Le Thi Ngoc Loan, in the coming time, the sector will pay special attention to preserving and promoting traditional cultural values, with a focus on restoring and safeguarding historical and revolutionary relics, while linking cultural heritage with tourism development. Developing cultural industries and applying technology in product promotion, in parallel with expanding regional cooperation and international partnerships, have also been identified as strategic directions to promote Dong Nai’s image to the international community and to enhance accessibility of public and visitors both domestically and abroad.
