Recognizing that “Building a clean, strong, united, disciplined, and responsible Party Organization and political system” as the foundation for all developmental breakthroughs, Dong Nai province has designated it as the foremost theme of the Provincial Party Congress for the 2025-2030 term.

Alongside this, the goals, orientations, tasks, solutions, key priorities, and breakthrough programs are all aimed at ensuring that Dong Nai continues to be the “leading locomotive” of the Southern key economic region in the new era of development.

Building and rectifying the Party for purity and strength

The 1st Congress of the Dong Nai Provincial Party Committee for the 2025-2030 term has identified and consistently upheld the viewpoint: “The province will remain steadfast and renew thinking by creatively applying Marxism-Leninism and Ho Chi Minh’s ideology to the goals, ideals, resilience, and aspirations for its development in the new era. It’s necessary to build and rectify the Party and political system to be clean, strong, streamlined, effective, and efficient. Emphasis will be placed on maintaining the principles of democratic centralism, upholding the supremacy of law, strictly enforcing Party discipline and regulations, and adhering to the working regulations of the Party Committee.”

Delving deeply into Party building theory, Dr. Ngo Minh Vuong, Deputy Head of the Party Building Department at the Provincial School of Politics, emphasized that President Ho Chi Minh, in his 1927 work Revolutionary Path (Đường Kách mệnh), clearly affirmed: “The Party must be strong for the revolution to succeed, just as the helmsman must be steady for the boat to sail.” Over the past 95 years, under the Party’s leadership, the Vietnamese revolution has endured many hardships and challenges to achieve significant and monumental victories, as emphasized by the late General Secretary Nguyen Phu Trong: “Our country has never had such a foundation, position, prestige, and international strength as it does today.” These great and monumental victories have all stemmed from the strengthened construction and rectification of a clean and strong Party. Therefore, the 13th National Party Congress outlined four historic steadfast principles of great significance: steadfastly uphold and creatively apply Marxism-Leninism and Ho Chi Minh’s ideology; steadfastly pursue the path of national independence combined with socialism; steadfastly advance the cause of renewal, industrialization, and modernization of the country; and steadfastly adhere to the principles of building and rectifying the Party to create a clean and strong Party.

Reflecting on history shows that the work of building and rectifying the Party has significantly contributed to making our Party clean and strong. This has been the driving force and the fundamental reason behind all the victories of the Vietnamese revolution.

When identifying this issue as a foundation for orienting the sustainable development of the Dong Nai Provincial Party Organization during the 2025–2030 term, Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, and Head of its Internal Affairs Commission, stressed: Strengthening the building and rectification of the Party and the political system to be clean, comprehensive, strong, and resilient is truly a vital task. Therefore, it is necessary to continue the strict and resolute implementation of Conclusion No. 21-KL/TW dated October 25, 2021, issued by the Central Executive Committee on promoting the construction and rectification of the Party and the political system; firmly prevent, push back, and strictly discipline officials and Party members who display ideological, political, ethical, or lifestyle deterioration, as well as manifestations of “self-evolution” and “self-transformation,” related to studying and following the ideology, morality, and style of Ho Chi Minh. Special attention must be given to building the cadre force at all levels, especially leaders and managers, prioritizing exemplary heads who actively renew their working styles and attitudes with dedication, vision, and aspiration to contribute; those who dare to face difficulties and challenges; those who dare to think, act, take responsibility, and innovate for the common good. Actions must match words, and words must align with actions. It is crucial to turn difficulties into motivation and challenges into aspirations for progress, equipped with new thinking, new vision, new knowledge, renewed determination, and decisive actions.

The Party’s strength lies in its strong grassroots organizations

Following the merger of the former Binh Tan, Long Hung, and Long Binh communes, the newly formed Binh Tan commune now covers a large area with a sizable population consisting of 12 ethnic minority groups and followers of three religions. After the first Congress of the Party Committee for the 2025-2030 term, the commune’s Party Organization includes 41 subordinate Party cells and nearly 800 Party members. Immediately after the Congress, the entire Party Organization, from the Standing Committee and Executive Committee to each organization and individual Party member, actively began implementing the Congress’s resolutions. Nguyen Ba Viet, Secretary of the Party Committee and Chairman of the People’s Council of Binh Tan commune, stated that after the congress, the communal Party Organization has integrated directives from the Central Government and the province, focusing on three core pillars in Party building and rectification: strengthening ideology, solidifying organization, and strictly enforcing Party discipline. The Party Organization of the commune has collaborated with the Political Academy Region II to organize training sessions on public service ethics. Additionally, it has worked with the Propaganda and Mass Mobilization Department of the Provincial Party Committee to reform working methods, all in service of building and rectifying the Party towards cleanliness and strength.

Regarding organizational strength, the Binh Tan Party Committee has strengthened the Party apparatus, the People’s Council, the People’s Committee, and the Vietnam Fatherland Front Committee, selecting cadres who meet the demands of the new period. The Party Committee has also actively carried out inspection and supervision programs, established a team to handle complaints and disciplinary cases within the Party, and directed the development of evaluation criteria for cadres, Party members, and employees. These criteria enable objective year-end assessments to recognize exemplary individuals promptly and strictly penalize those who violate regulations.

Similarly, Vu Long Son, a member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Bom Bo commune, emphasized: “A strong Party forms the foundation for leading the entire political system; therefore, Party building is identified as the key priority and is always placed first. To ensure the Party embodies ethics and civility, we continue to effectively implement Directive No. 05 on studying and following Ho Chi Minh’s ideology, morality, and style. Consequently, we focus on simple, concrete tasks, expecting cadres to fulfill their responsibilities with full dedication and to serve the people, who remain the ultimate measure of our work.”

In the group of key tasks and leading solutions, specific measures to be implemented during 2025-2030, the 1st Congress of the Dong Nai Provincial Party Committee unanimously emphasized the top priorities: Continuing to build and rectify the Party, enhancing the effectiveness and efficiency of inspection and supervision; promoting the vanguard and exemplary role of cadres and party members. Fostering a team of cadres and party members who are courageous, willing to think creatively, daring to act, and eager to contribute. Resolutely and persistently fighting against corruption, wastefulness, and negativity. Strengthening solidarity and unity within the Party and among the people.

To ensure the Party is truly pure and strong, especially at grassroots Party cells and local Party organizations in the current period, Dr. Ngo Minh Vuong, Deputy Head of the Department of Party Building at the Dong Nai Provincial School of Politics, emphasizes that it is essential to focus on raising awareness of each Party Committee, Party organization, cadre and Party member about the crucial role, significance, and importance of Party building and rectification. Party building must be closely integrated with Party rectification. This involves strengthening political ideology and ethics, as well as ensuring the Party has the capacity to lead the revolutionary cause. Party rectification, on the other hand, requires that the Party and every Party member recognize shortcomings and weaknesses, taking immediate steps to correct these deficiencies to maintain the Party’s integrity. Moreover, the Party must exercise its leadership through the exemplary role of its cadres and members.
