Skillful mass mobilization leads to success in all endeavors

After the merger, Dong Nai Province has a population of nearly 4.5 million, ranking fifth nationwide. Throughout their development prior to the merger, the two former provinces of Binh Phuoc and Dong Nai consistently upheld the viewpoint of considering “the people are the roots”. Every policy and initiative was implemented with the goal of ensuring the people’s happiness and prosperity.

Skillful mass mobilization in all fields

According to the Dong Nai Provincial Party Committee’s Propaganda and Mass Mobilization Committee, the entire province currently has more than 12.6 thousand models and typical examples of skillful mass mobilization across various fields, from economy, society, new-style rural construction, environmental protection, maintaining security and order, to social security and cultural life...

The models and typical examples of skillful mass mobilization not only contribute to promoting democracy in the implementation of mechanisms and policies, proactively grasping the situation of the people, and timely resolving the people's petitions and pressing issues, but also contribute to firmly maintaining political security, social order, and safety right from the grassroots level; supporting immigrant workers, ethnic minority, and religious compatriots to stabilize their lives, feel secure in production, and be attached to the locality.

Provincial Party Committee Member, Deputy Head of the Dong Nai Provincial Party Committee’s Propaganda and Mass Mobilization Committee Le Thi Thai, said: In the 2021-2025 period, the emulation movement on skillful mass mobilization of Dong Nai received attention in leadership and direction from the Party committees and authorities, close coordination from the Fatherland Front and political-social organizations. The movement was closely linked to political tasks, the work of Party building, the strengthening of the political system, while staying aligned with the practical requirements of the locality, which received a widespread support from cadres, party members, union members, association members, and the people.

Specifically, in the former Binh Phuoc province, the skillful mass mobilization models and typical examples were implemented in all fields. Many skillful mass mobilization models have contributed significantly to improving the people's lives and the locality's development. Typical examples include the models: Kinh women helping ethnic minority women develop the economy; Piggy bank accompanying ethnic minority women in starting a business; Clean vegetable cooperative group; Ten help one; Duck raising professional group..., which clearly demonstrated the spirit of solidarity and mutual affection in the community, actively contributing to the work of hunger elimination, poverty reduction, and improving production and business efficiency at the grassroots level. Through this, hundreds of poor households in the province have risen out of poverty sustainably.

In the field of building the Party and the political system, a typical model: “Saturday visits to the Residential Areas - Listening to the People”, which was deployed in the former Dong Xoai city and some localities, has demonstrated clear effectiveness, reflecting the spirit of responsibility and the exemplary role of cadres and party members in being close to the people, engaging with the people, listening to and absorbing the people's legitimate opinions and petitions.

For the former Dong Nai province, in the 2021-2025 period, in the economic field, the entire province recognized 1.5 thousand skillful mass mobilization models; in the cultural-social field, there were over 4.9 thousand models - this is the field with the most skillful mass mobilization models. The national defense-security field had nearly 1.1 thousand models. The field of building the Party and the political system had over 1.4 thousand models.

Many models have contributed significantly to the province's development. Typically, if the mass mobilization work was not done well, without mobilizing the masses, without being close to the people's daily lives, and listening to the breath of life, and timely adjusting regulations to fit the reality to meet the people's legitimate aspirations, Dong Nai could hardly have mobilized over 7 thousand households to relocate and clear the site for the Long Thanh International Airport Project. Alongside the great sacrifice of the people whose land was recovered, if cadres dared not act and lacked modern governance capacity, it would lead to stagnation, waste of resources, and even slow down the common development progress of the entire Southern key economic region.

Not only successfully mobilizing people to relocate for a national mega-project of global stature, Dong Nai also succeeded in mobilizing the people to relocate for the expressways and ring roads passing through the province.

The skillful mass mobilization models will be widely multiplied, linked to ensuring security and order and sustainable development. This will help foster a sense of responsibility and encourage the entire people’s determination to rise, creating a high consensus in awareness and action across society, and effectively implementing the Resolution of the First Provincial Party Congress, 2025-2030 term.

Listening to develop

For a province likened to a mega construction site, it is inevitable to encounter complaints, lawsuits, and complex issues... related to project implementation. To promptly resolve the people's complaints without waiting for meetings with voters or periodic citizen reception sessions, in 2023, the Dong Nai Provincial Party Committee directed the implementation of the model Morning with the People. On weekday mornings, the heads of the Party Committee and authorities from the provincial to the communal level spent one hour receiving citizens, listening to the people's feedback, directing the timely resolution of petitions, and explaining issues that people did not understand yet.

In 2024, the Dong Nai Provincial Party Committee directed the implementation of the model Friendly Government in communes, wards, and townlets. The model's objective is to aim for a strong shift in the working style of grassroots authorities from "administrative command" to "service, guidance, mobilization, persuasion".

Since July 1, 2025, when the new Dong Nai province was established, the skillful mass mobilization emulation movement continued to be implemented without interruption. Accordingly, immediately after the two-level local government apparatus began operating, the Dong Nai Provincial People's Committee issued Plan No. 63/KH-UBND dated August 21, 2025, on implementing the Friendly Government model in 100% of communes/wards and the Provincial Public Administration Service Center. This model requires cadres and civil servants to strictly implement “4 pleases, 4 always, and 5 no’s”.

The “4 pleases” include: please hello, please apologize, please thank you, please ask for permission. The “4 always” include: always smile, always be gentle, always listen to, always help. The “5 no’s” include saying no to authoritarianism, arrogance, causing difficulties or inconvenience, bureaucratism, apathy, acts of irresponsibility; corruption, wastefulness, group interests; acts of flattery, seeking connections, dishonesty; taking advantage of position or authority in the performance of public duties.

The Dong Nai Provincial People's Committee also requires wards and communes to publicize the phone numbers of the Party Committee Secretaries, Deputy Secretaries; the Chairpersons, Vice Chairpersons of the Commune/Ward People's Committees, and communal-level cadres and civil servants. Concurrently, lists of the administrative procedures and suggestion boxes must be posted at the workplaces, or similar contents must be publicized on official websites, and social networks for the people to know and supervise.

At the agencies, units, communes, and wards in the province, the process of operating the two-level local government model has seen many creative and practical approaches, all aimed at the goal of serving the people.

Provincial Party Committee Member, Party Committee Secretary, Chairman of the People's Council of Dau Giay commune, Cao Tien Sy, said: After Dau Giay commune was established, the Commune Party Standing Committee issued a plan to launch the special emulation movement “100 Days of Speedy Advancement” to quickly stabilize the apparatus, serve the people and businesses well, in celebration of the Party Congresses at all levels for the 2025-2030 term. The emulation period took place from July 8 to October 15, 2025.

Recently, on October 9, the Dau Giay Commune Party Committee directed the launch of the model Morning Coffee - Listening to and Exchanging with the People. The model is held twice a month on Wednesday mornings of the second and fourth weeks of the month. During these meetings, the Standing Committee, Standing Board of the Party Committee, leaders of the People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the commune meet and directly exchange with the people about issues of public concern. As a result, the model has helped strengthen trust, consensus, and promote the people's role as masters in building a strong, democratic, and civilized grassroots government.

For the Dong Nai Provincial Party Committee’s Propaganda and Mass Mobilization Commission, from July 1, 2025 until now, the Commission has carried out a very large volume of work, including many particularly important tasks. Specifically, the Commission led and coordinated  with relevant agencies and units to build the political report for submission to the Dong Nai Provincial Party Congress for the 2025-2030 term. It organized an online social opinion survey at 99 subordinate Party Committees directly under the province, with over 36 thousand survey questionnaires to grasp the mood and thoughts of cadres, party members, and the people of all strata before the congress. The results show that most of the surveyed opinions trust and are excited about the Party's leadership, hoping the congress will open up many new development opportunities for the province.
