Resolving the “bottleneck” of site clearance for a series of projects

A series of projects out of nearly 180 projects using public investment capital in the province have had their bottlenecks in site clearance addressed and resolved, creating conditions for investors to accelerate capital disbursement.

Addressing bottlenecks for 10 public investment projects

According to the Department of Finance, as of mid-September 2025, for investment projects using public investment capital in the province, up to 179 projects faced bottlenecks in site clearance work. This significantly affected the construction progress of the projects, consequently leading to a low capital disbursement rate.

Assessing site clearance bottlenecks as the biggest "chokepoint" for realizing the 2025 public investment capital disbursement target in the province, the Provincial People's Committee had previously established 2 working groups to resolve difficulties and bottlenecks in the compensation, support, and resettlement for projects under the 2025 public investment plan in the province.

During the implementation of the tasks, with close coordination between the working groups and relevant units and localities, many projects have gradually had their site clearance-related bottlenecks addressed and resolved.

Deputy Director of the Department of Finance, Tran Anh Tu, said: As of early October 2025, 10 public investment projects in the province had all bottlenecks related to compensation and site clearance fully resolved. These include several important provincial projects such as: Component Project 1 of the Bien Hoa - Vung Tau Expressway Project Phase 1; Song Nhan - Dau Giay road; Route 2 (planned as connection route number 3), which starts at the intersection with Provincial Road 741 and ends at the intersection with the Dong Phu – Binh Duong Road…

Besides that, some other projects have also seen positive changes in mobilizing people's agreement and are currently implementing regulated steps in compensation and site clearance work.

According to the Provincial Land Fund Development Center, regarding the site clearance work for the Gia Nghia - Chon Thanh Expressway Project, after the Provincial People's Committee launched the "90-day-and-night Campaign" for land recovery, compensation, support, and resettlement work on October 8, 2025, the unit directed branches in Dong Xoai, Dong Phu, Bu Dang, and Chon Thanh to closely coordinate with the People's Committees of communes and wards where the project passes through to accelerate the procedures related to land recovery, compensation, support, and resettlement for the project. Currently, the authorities have signed decisions approving compensation and support plans for households with amounts totaling hundreds of billions of VND.

A series of projects are still waiting…

The Flooding Prevention Project for the Chua Stream, Ba Lua Stream, and Cau Quan Stream area in Long Hung and Phuoc Tan Wards, Dong Nai province, was commenced in January 2023. However, to date, after more than 2 years of construction deployment, the project has still not been fully handed over to the investor.

According to Decision No. 701/QD-UBND, dated August 8, 2025, of the Provincial People's Committee, the Provincial People's Committee established 2 working groups to resolve difficulties and bottlenecks in the compensation, support, and resettlement for projects under the 2025 public investment plan in the province. In which, Working Group 1 is tasked with resolving difficulties and bottlenecks during the implementation of compensation, support, and resettlement for projects in the area of the former Binh Phuoc province; while Working Group 2 is tasked with resolving difficulties and bottlenecks during the implementation of compensation, support, and resettlement for projects in the area of the former Dong Nai province.

Do Bao Nam, Deputy Director of the Provincial Construction Investment Project Management Board, said: In the project area, there are still 3 households that have not handed over the site (about 40m long); 1 self-built civilian pontoon bridge across the stream has not been dismantled; 1 fire-fighting water tank belonging to Nguyen Huu Canh High School located within the project's scope has no plan for relocation; and 31 households have received compensation money and handed over the site but have not dismantled their constructions and architectural objects exactly on the project boundary.

The delay in site handover greatly affects the planned completion of this project by the end of 2025 as well as the disbursement progress of the capital allocated for the project.

According to the Department of Finance, as of early October 2025, there are still more than 160 projects using public investment capital in the province that have not had 100% of the site handed over for project implementation.

According to Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, resolving difficulties and bottlenecks in site clearance is identified by the province as one of the priority tasks to accelerate project progress and increase the public investment capital disbursement rate. Therefore, to achieve the goal of disbursing 100% of the 2025 public investment capital plan, the Provincial People's Committee has required relevant units and localities to focus on speeding up compensation and site clearance work.

“The province clearly assigns responsibility to each locality, holding the heads of the commune/ward level directly responsible for the progress. “Authorities will strengthen dialogue and mobilize public engagement while resolutely handling cases of deliberate delay or policy manipulation.” - Chairman of the Provincial People’s Committee Vo Tan Duc emphasized.
