Promoting the application of technology in legal dissemination and education for citizens

On the afternoon of October 3, comrade Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister and Chairman of the Central Law Education and Dissemination Coordination Council, presided over the Council’s meeting. The meeting was held in a hybrid format, combining in-person and online participation from provincial and municipal locations nationwide. According to the report of the Central Law Education and Dissemination Coordination Council, during the first nine months of 2025, the Party and the State introduced a number of major and breakthrough policies and decisions aimed at laying the foundation and creating strong momentum for the country to enter a new era.

In the broader national context, the Law Education and Dissemination Coordination Council has also undergone reforms in terms of membership, functions, and responsibilities on the basis of merging the Law Education and Dissemination Coordination Council with the Inter-sectoral Coordinating Council on Legal Aid, with additional duties such as providing legal support to small- and medium-sized enterprises, household businesses, and individual business entities.

Accordingly, the Central Law Education and Dissemination Coordination Council has provided direction and guidance for legal dissemination and education activities; implemented solutions to strengthen coordination between the Standing Agency and council members; and offered instructions, recommendations, consultation, and contributions to the development and improvement of institutions and policies in this field.

Speaking at the meeting, Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, stated: Since July 1, 2025, Dong Nai has also established its Law Education and Dissemination Coordination Council, and in the coming period, this model will be extended to the commune level. A central and particularly important task is to provide support and guidance for commune-level officials and civil servants. In addition, Dong Nai will accelerate digital transformation by creating official fanpages, Zalo channel, and YouTube channel for the Council.

Dong Nai also plans to strengthen legal dissemination and education in ethnic minority and religious communities; in border areas where difficulties remain and educational levels are limited; as well as in areas with large numbers of workers and laborers in industrial zones.

Vice Chairman of the Provincial People's Committee Le Truong Son also supposed that: digital transformation is a prerequisite for implementation in the coming period. In addition, digital transformation must be further promoted in delivering legal policies to the people.

Concluding the meeting, Deputy Prime Minister Le Thanh Long highly valued the results achieved by ministries, sectors, and localities in legal dissemination and education over the past period. He also requested that: in the future, all levels, sectors, and localities continue to strengthen legal dissemination and legal aid, thereby fostering a culture of law compliance, making this culture an intrinsic part of society.

In addition, information technology must be applied to legal dissemination and education, and policy communication must be carried out effectively. The Ministry of Justice, in coordination with relevant agencies, should introduce legal education segments during prime-time broadcasting hours so that more citizens can access them. Localities must effectively implement digital transformation projects within the legal dissemination and education program.
