The Party Committee of Phu Rieng commune, Dong Nai province, currently comprises 36 grassroots Party organizations with a total of 1,056 members, including 259 members who have been awarded the Party Badge in recognition of their service.
Three months after the implementation of the new two-tier local government model, the Party Committee, local authorities, political system, and people of Phu Rieng have demonstrated strong unity and coordination. With the spirit of "unified from top to bottom, with seamless coordination across all levels", "adapting and organizing simultaneously", they have been actively working toward fulfilling the programs and targets set out in the Resolution of the Party Congress for the 2025-2030 term.

A solid foundation, growing confidence
Formed through the merger of the former Bu Nho and Phu Rieng communes, the Party Committee of Phu Rieng benefits from a solid foundation, ranging from the trust of its people to the well-developed infrastructure landscape. Nguyen Thi Xuan Hoa, Provincial Party Committee member, Secretary of the Party Committee, and Chairwoman of the People’s Council of Phu Rieng commune, stated that the Party Committee and the Standing Committee of the Commune Party have concretized the Resolution of the 1st Party Congress for the 2025-2030 term through practical action programs linked to economic development solutions. The industrial, commercial, and service sectors have received focused investment and development. Currently, the commune hosts 329 enterprises, 5 cooperatives, and 1,260 business establishments, all of which are showing positive growth trends. Leveraging the effectiveness of the grassroots movement, “All tasks, big or small, people can handle well,” the commune has met all 20 criteria and been recognized as an advanced new rural area. Additionally, over 21.8 kilometers of concrete roads have been constructed, and several key routes, such as Phu Binh - Phuoc Tan, Suoi Den, and Phu Vinh - Binh Tan, have been initiated, enhancing connectivity between hamlets within the commune and with neighboring localities.
In the third quarter of 2025, the Phu Rieng Commune Public Administrative Service Center received a total of 2,375 applications, with 2,114 submitted online, accounting for 89%. Applications processed via postal services numbered 261, representing 11% of the total. Out of these, 2,284 applications were handled and results delivered within the deadline, accounting for 96%. Currently, 71 applications are still being processed within the stipulated timeframe, accounting for 3.9%, while 4 applications have exceeded the deadline, representing 0.1%.
Digital transformation and administrative reform have been widely and effectively implemented under the Project on Developing and Applying Population Data, Electronic Identification, and Authentication to Serve the National Digital Transformation for the 2022-2025 period, with a vision toward 2030. The entire political system has mobilized to promote and guide citizens in creating accounts and submitting online public service applications. Campaigns have been launched to encourage the installation and use of platforms such as VNeID, eTax Mobile, and digital signatures. Efforts have also been made to improve digital literacy across the population.
For the happiness of the people
Nguyen Thi Xuan Hoa, Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairwoman of the People’s Council of Phu Rieng commune, stated: Following the 1st Congress of the Phu Rieng Commune Party Committee for the 2025–2030 term, we have proactively engaged with the sentiments and aspirations of cadres, Party members, and the broader population, while anticipating ideological shifts during the implementation of the two-tier local government model. We have carried out extensive communication efforts to strengthen unity within the Party and foster public consensus.
The commune Party Committee established Steering Committee 35, along with a Management Board and Editorial Team for the fan pages “Phu Rieng Do – Past and Present” and “Phu Rieng Development – Friendly and Compassionate.” These platforms are used to disseminate positive information, “promote the good to drive out the bad,” amplify constructive content, and guide communication efforts, especially during the peak propaganda period leading up to the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term.
Three months after the administrative unit merger, 21 infrastructure and transportation projects are underway in the commune, with the Phu Rieng Area Construction Project Management Board and the Phu Rieng Commune People's Committee serving as investors. Social welfare activities aimed at enhancing public well-being remain a central priority.
For example, in September 2025, the family of war veteran Bui Hong Ha in Phu Hung Hamlet, Phu Rieng Commune, was presented with a “Veteran Compassion House” with a usable area of 100 square meters, valued at 230 million VND. Of this, the Provincial Veterans Association contributed 80 million VND, while the family matched with 150 million VND. During the handover ceremony, the Provincial Veterans Association, local authorities, and benefactors presented the family with numerous gifts.
Bui Hong Ha shared: “Thanks to the spirit of solidarity, mutual support, and comradeship, my family now has a warm and compassionate home where we can move forward together. I feel truly happy and grateful.”
The family of Pham Thi Viet Anh (from Tan Binh hamlet, Phu Rieng commune) is recognized as a humanitarian address supported by local organizations, unions, and Party members. Le Trong Triem, Head of the Culture and Social Affairs Department of Phu Rieng commune, said: “A few years ago, implementing the policy that each member of the Commune Party Executive Committee is assigned to a humanitarian address, I took on Anh’s household because she suffers from illness, has no stable job, and cares for a sick child. Now, following the administrative merger, her household has become a humanitarian address supported by the commune’s organizations and unions, and I continue to accompany her with cash and essential goods support.”

To support its residents, Phu Rieng commune has coordinated efforts to review and finalize a list of 50 disadvantaged households in need of housing assistance; among them, 9 houses are being repaired, and 41 new houses are being constructed. Currently, the commune has only one poor household, accounting for 0.002%, and 33 near-poor households with 93 members, representing 0.41% of the total number of households in the commune. Among these, 8 families with 33 members belong to ethnic minority groups.
For the 2025–2030 term, the Phu Rieng Commune Party Committee has set 16 key targets, including the following: each year, over 90% of grassroots Party organizations and Party members are to fulfill their duties or perform at a higher level successfully. At least 90% of grassroots units of the Vietnam Fatherland Front and mass organizations will be rated good or higher. The annual growth rate of Party membership is expected to exceed 3% of the total number of Party members. Each year, more than 90% of agencies and units will effectively implement government mass mobilization efforts. During the term, the commune aims to develop an exemplary and effective model of skillful mass mobilization. Annual budget revenue is projected to increase by at least 5% compared to provincial estimates. The average annual growth rate of the total value of goods and services within the commune is expected to reach 10%. By the end of the term, per capita income is targeted to reach 140 million VND or more per year. The commune will maintain its status as an advanced new-style rural area. It also aims to fully meet all targets on crime prevention and control, ensuring that no hotspot areas emerge within the locality.
Nguyen Thi Xuan Hoa, Secretary of the Party Committee and Chairwoman of the People’s Council of Phu Rieng commune, stated: In the coming period, the commune will focus on several key tasks, including building a clean, strong Party and political system in tandem with streamlining the organizational apparatus to ensure it is “compact, streamlined, efficient, and effective.”
Efforts will be made to develop a team of cadres and Party members with integrity, competence, and a strong sense of collective responsibility, while enhancing solidarity and unity, “united from top to bottom, coordinated across all levels”, to meet the demands of new tasks and evolving circumstances.
The commune will promote the application of science, technology, and digital transformation across all sectors, creating core momentum to boost labor productivity and improve residents’ quality of life. Preserving cultural identity and fostering a friendly, compassionate Phu Rieng community will remain a priority.
It will also help cultivate a unified culture within the Party organization, public offices, and the civil service. National defense and security will be ensured, with effective measures to combat and prevent all types of crime.
