The People’s Committee of Dong Nai province has recently issued Decision No. 1495/QD-UBND on the allocation of cement support targets (Phase 1) under a special mechanism within the National Target Program on new-style rural development, for communes and wards formerly under the administration of Binh Phuoc province following the administrative merger.

Accordingly, 14 communes and wards formerly under Binh Phuoc province will receive support, including over 7 million tons of cement, primarily for the construction of rural transportation infrastructure.
Under the decision, the Sub-Department of Rural Development (under the Department of Agriculture and Environment) is assigned the responsibility of coordinating closely with relevant units to ensure proper procedures for the allocation of cement. The agency is also tasked with monitoring and urging commune-level People’s Committees to use cement in accordance with the special mechanism for rural development. Additionally, it is responsible for consolidating results and advising the Provincial People’s Committee, as well as conducting final settlements and financial reporting on the use of cement support in accordance with regulations.
Commune-level People's Committees are responsible for receiving cement from supply units and covering transportation costs to the designated project sites. They must manage and utilize the cement for its intended purposes, in accordance with applicable standards and technical-economic norms, while ensuring efficiency and cost-effectiveness. Additionally, commune authorities are expected to actively mobilize lawful funding sources to invest in local construction projects.
The decision also mandates relevant departments and agencies, including the Department of Construction, the Department of Finance, the Department of Agriculture and Environment, the Department of Justice, commune-level People’s Committees, and other concerned units, to promptly carry out their assigned duties in accordance with current regulations.
