Dong Nai Provincial People's Committee has recently issued Official Dispatch No. 8191/UBND-KTN to implement Government Decree No. 269/2025/ND-CP on the development of smart cities.
Accordingly, the Provincial People’s Committee assigns the Department of Construction to take the lead and coordinate with relevant agencies to study the contents of the above-mentioned Government Decree, and to advise and propose to the Provincial People’s Committee measures for directing and implementing the Decree within the province in accordance with regulations.

Government Decree No. 269/2025/ND-CP sets out general provisions, orientations, programs, and plans for innovative urban development; smart urban planning; standards, technical regulations, interoperability, and information safety and security in smart cities; development of digital and technical infrastructure for smart urban areas; development of innovation infrastructure and controlled pilot projects; development of smart buildings, urban areas, services, and utilities; innovative urban governance and operations; resources and investment for innovative urban development; and implementation arrangements.
The Decree defines a smart building as a construction project that utilizes advanced technologies, solutions, management systems, and technical equipment throughout its design, construction, and operation phases to meet regulatory requirements.
The Decree also encourages investors to develop innovative and technology-driven urban areas that comply with general legal requirements and the principles of innovative urban development. It further specifies that smart city services and utilities must adopt a user-centered design, ensuring inclusivity, accessibility, and convenience for all users, including the elderly, people with disabilities, and other vulnerable groups.
