Typically, for the first time in many years, the province's economy has just returned to double-digit growth in the third quarter of 2025. The results of the index of serving people and businesses in performing administrative procedures and providing public services rose to the top of the country in September 2025.
This is a prominent measure showing the success of the efforts to focus on implementing Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure) on continuing to innovate and reorganize the political system apparatus for streamlined, effective, and efficient operation. This result is a testament to Dong Nai's spirit of “One mind top to bottom, smooth sailing across length and breadth” - a key factor helping the province unite, resolutely deploy and accelerate the operation of the 2-level local government model from July 1 to present.
After the initial roadmap for a thorough revolution, the apparatus in the Party, government, Fatherland Front, and association systems in DongNai province has witnessed a sharp reduction in intermediary units. The promotion of decentralization and delegation of power to the commune level for key areas, combined with the simplification of procedures and standardization of processes, has created maximum convenience for people and businesses to transact and resolve records on the spot, while affirming that the new apparatus is better than the old one. In the past 3 months, the rate of online application submission reached 68.95%, the rate of online applications processed on time reached 95.9%; the number of online payment applications reached 89.18%.
However, in the face of the new situation, to realize the great aspiration of making Dong Nai "take off", the whole province needs to continuously review and resolutely eliminate unnecessary intermediate levels, creating a comprehensive change in the quality of operations of the new apparatus to be truly "lean" and strong. 71,770 cadres, civil servants and public employees in the whole province are identified as the decisive subjects in creating the next success, in addition to the leadership, direction, close management and high responsibility of the provincial leadership. Continuously streamlining the apparatus is closely linked with restructuring and improving the quality of the staff is a parallel step that Dong Nai focuses on. After the province's merger, implementing the fine-tuning of the payroll on the basis of operating the new organizational model, as of August 31, the payroll was reduced by 2,091 people (equivalent to a decrease of 2.83%) compared to the beginning of July.
However, the arrangement and consolidation of a streamlined organization, with effective, efficient, and high-performing operations and staff reduction remains a difficult, sensitive, and complex task. The province has proactively applied measures that can be done immediately with focus and key points. Regarding problems that arise and are not under its jurisdiction, the locality is actively proposing and recommending that the Central Government promptly consider and resolve them.
The evaluation and summary of 8 years of concretizing Resolution 18 on a number of issues regarding continuing to innovate and reorganize the political system apparatus for streamlined, effective, and efficient operation will be carried out objectively, democratically, scientifically and comprehensively by the leaders of Dong Nai province to determine the optimal direction. The strategic task throughout includes: ensuring the integrity, synchronization and connectivity of the apparatus towards increasing the satisfaction of the people and businesses. And that is a regular, non-stop process.
