Economic and budgetary items under review ahead of the 6th session of the 10th Dong Nai Provincial People’s Council

On October 30, Huynh Viet Cuong, Head of the Economic and Budget Committee of the Dong Nai Provincial People’s Council (PPC), chaired a meeting to review and verify 10 economic and budgetary items to be submitted at the 6th session of the 10th Provincial People’s Council.

During the session, after hearing presentations from representatives on the main content and the drafting process of the submissions and draft resolutions, the committee members, leaders of other PPC committees, and participating delegates contributed numerous comments aimed at refining the documents. The participants focused on analyzing the legal basis, practical relevance, and feasibility of the submissions and draft resolutions.

Among the items reviewed at the meeting were: The approval of the plan to merge the Binh Phuoc Cooperative Development Support Fund into the Dong Nai Cooperative Development Support Fund; the level of expenditure for environmental protection in Dong Nai province; agreement in principle to assign the competent authority to implement three infrastructure projects connecting Dong Nai and Ho Chi Minh City (Thanh Hoi 2 bridge, Tan An bridge, and Tan Hien bridge); The agreement on the competent authorities for public-private partnership (PPP) investment projects spanning two provincial-level administrative units (both Dong Nai Province and Ho Chi Minh City), including Cat Lai bridge, Dong Nai 2 bridge (Long Hung bridge), and Phu My 2 bridge; The decentralization of revenue sources, expenditure responsibilities, and the percentage allocations of revenues among different levels of the provincial budget for 2026 and the 2026-2030 period.

Huynh Viet Cuong, Head of the Economic and Budget Committee of the PPC, requested that the drafting agency take into account the comments raised at the meeting in order to further refine the content thoroughly and carefully, ensuring compliance with procedures and regulations as well as feasibility and effectiveness.

The leader of the Economic and Budget Committee of the PPC also offered further remarks for each item under review. In particular, for the approval of the plan to merge the Cooperative Development Support Fund of Binh Phuoc Province into that of Dong Nai Province, Cuong requested that the drafting authority prepare a supplementary submission, with particular attention given to clarifying the authority and legal basis of the proposed content.

Regarding the submission and draft resolution on investment and support for forest protection and development, the committee noted that the document’s quality was not yet satisfactory and requested that the drafting authority urgently coordinate with the committee to improve and finalize the submission.

With respect to the submission and draft resolution on the approval of the list of land plots designated for pilot projects in Dong Nai under Resolution No. 171/2024/NQ-QH dated November 30, 2024, of the National Assembly, the leader of the Economic and Budget Committee noted that the drafting agency should carefully review all aspects related to planning, legal compliance, and the relevant conditions and criteria in accordance with regulations.
