Dong Nai speeds up compensation and land clearance for the Phan Thiet – Dau Giay expressway project

The People’s Committee of Dong Nai Province issued Official Document No. 6958/UBND-KTNS on October 8, 2025, directing the expedited implementation of compensation, land clearance, and handover for the additional land components of the Phan Thiet – Dau Giay expressway construction project.

Accordingly, the People’s Committee of Dong Nai Province has tasked the Provincial Land Fund Development Center, including its branches in Xuan Loc, Cam My, Long Khanh, and Thong Nhat, to lead the compensation and land clearance efforts for the project. These branches are instructed to swiftly conduct land surveys and prepare acquisition maps as the basis for the next implementation phases.

The Department of Agriculture and Environment has been tasked with directing the Land Registration Office to verify and prepare land acquisition maps in support of land recovery notices, inventories, and compensation planning. The department is also responsible for advising the Dong Nai People's Committee in drafting a formal commitment to the Ministry of Construction regarding site handover in November 2025, ensuring timely disbursement of allocated funds, and requesting approval to proceed with additional construction components. All tasks must be completed by October 15, 2025.

The People’s Committees of Xuan Hoa, Xuan Loc, Xuan Dinh, and Hang Gon communes have been tasked with working closely with the Provincial Land Development Center and its branches to promptly implement compensation and site clearance, as there are currently no planning or land-use conflicts. Local authorities must update project boundaries, revise and supplement land-use plans, and actively coordinate with affected residents and organizations to secure an agreement on compensation, support, and resettlement arrangements.

The Provincial People’s Committee further directed local authorities to promptly set up Compensation Councils if needed, establish fair land valuation, and efficiently prepare, review, and approve compensation, support, and resettlement plans. This undertaking will allow the cleared land to be handed over to the Thang Long Project Management Board by November 2025, ensuring the construction schedule is met as committed.

The official notice stipulates that the Thang Long Project Management Board must work closely with the Provincial Land Development Center and local authorities to take over cleared land and begin construction. The Department of Home Affairs is responsible, in coordination with the Department of Agriculture and Environment and the Provincial Land Development Center, for recommending measures to hold accountable any units, teams, or individuals responsible for delays.
