According to an assessment by the National Public Service Portal, as of October 17, 2025, Dong Nai province ranked second out of 34 provinces and cities (up one position from the previous assessment) in implementing Index Set No. 766, which serves as the framework for monitoring, directing, and evaluating the quality of public service delivery to citizens and businesses through real-time electronic administrative procedures.
Specifically, Dong Nai achieved a score of 90.62 out of 100, an increase of 0.28 points compared to the previous evaluation on October 10, 2025, when the province scored 90.34 points.

Among the index groups, two categories showed score increases: processing progress and digitalization of records. One category experienced a decline in points: online public services. Three index groups maintained maximum or near-maximum scores, including online payment (10/10 points), transparency and disclosure (16.09/18 points), and satisfaction level (17.93/18 points).
At the departmental level, 7 out of 13 units received an excellent rating, with the Department of Justice, the Department of Education and Training, and the Department of Science and Technology leading the way. Five units were rated good, with notable performers including the Department of Industry and Trade, the Department of Home Affairs, and the Department of Construction. Several departments recorded significant score improvements during the period, including the Department of Culture, Sports, and Tourism, the Department of Agriculture and Environment, and the Department of Foreign Affairs.
At the commune and ward level, 100% of units scored 90 points or higher, reflecting a uniform effort across the entire province. The five localities with the highest scores are Phu Ly, Dong Xoai, An Vien, Dong Phu, and Binh Phuoc. Meanwhile, An Vien, Tan Trieu, Xuan Hoa, Dinh Quan, and Song Ray stand out for their remarkable score growth rates.
Despite these positive results, Dong Nai still has 4,300 administrative procedure records that have yet to be digitized in accordance with regulations. Some administrative procedures have not fully ensured digital identity verification or the complete application of required forms during the receipt and resolution process, as stipulated in Circular No. 03/2025/TT-VPCP.
To maintain and improve its ranking, the Provincial People’s Committee has directed departments, agencies, and localities to focus on key tasks, with particular emphasis on ensuring the timely fulfillment of assigned targets, promptly addressing existing shortcomings, and reviewing and analyzing the causes of score declines to implement immediate corrective measures. Units are also required to monitor and respond promptly to feedback and recommendations submitted via the National Public Service Portal and the 1022 Hotline, ensuring that administrative records are processed accurately and swiftly, ahead of deadlines. At the same time, efforts to promote and guide citizens in using online public services should be further strengthened.
