Dong Nai ranks 15th nationwide in the Digital Transformation Index (DTI)

The Ministry of Science and Technology has announced the 2024 Digital Transformation Index (DTI) results at the program celebrating Vietnam’s National Digital Transformation Day 2025.

The rankings and scores of the 16 leading localities nationwide in the 2024 Digital Transformation Index (DTI), as announced by the Ministry of Science and Technology.

Accordingly, Vietnam’s national Digital Transformation Index (DTI) in 2024 reached 0.7955, marking an 8.6% increase compared to 2023. At the provincial level, the average DTI score was 0.6961, up 2.6% year-on-year. All three key pillars recorded significant improvement: the Digital Government pillar rose by 4.7%, the Digital Economy by 13.3%, and the Digital Society by 13.4%.

In the 2024 provincial DTI rankings, Hanoi led the country with a score of 0.8241, followed by Hue City with 0.7951, and Hai Phong with 0.7857. Ho Chi Minh City and Thanh Hoa province ranked fourth and fifth, respectively. Dong Nai province, with a score of 0.7164, secured 15th place nationwide.

Dong Nai province has now effectively completed the development of a comprehensive, modern, and secure digital infrastructure, providing a solid foundation for wide-ranging digital transformation and contributing to the progress of digital government, digital economy, and digital society. By the end of September 2025, the province’s telecommunications network will have achieved 100% coverage across all communes, wards, villages, and hamlets, ensuring seamless connectivity from urban areas to remote regions. 3G and 4G mobile broadband networks are now universally available, while 5G coverage is being rapidly expanded, aiming to cover over 60% of the province’s area. This strong digital infrastructure acts as a key enabler for the deployment of end-to-end online public services and the ongoing development of a digital government.

The DTI serves as an essential tool for monitoring progress, assessing effectiveness, and guiding policy formulation to promote digital transformation nationwide. The provincial-level DTI is structured around the three main pillars - Digital Government, Digital Economy, and Digital Society - comprising eight key indices and 47 sub-indicators.

Among these, the common foundational group of indicators, including digital awareness, digital institutions, digital infrastructure, digital human resources, and cybersecurity, accounts for the majority, alongside the operational group of indicators related to Digital Government, Digital Economy, and Digital Society.

A new set of DTI criteria is expected to be issued in the fourth quarter of 2025. Based on this framework, the Ministry of Science and Technology will conduct the 2025 DTI assessment for ministries and 34 provinces and cities after administrative mergers, with the results scheduled for release in the first quarter of 2026.
