Dong Nai ranks 12th out of 34 provinces and cities in the 2025 Innovation Index

The Ministry of Science and Technology has officially announced the 2025 Provincial Innovation Index (PII).

The PII provides a comprehensive and impartial overview of the socio-economic development landscape, grounded in science, technology, and innovation, for each locality. The index emphasizes strengths and weaknesses while pinpointing the potential and essential conditions needed to foster innovation. The PII has emerged as a vital tool for localities to formulate policies and development strategies for the upcoming period.

According to the published results, Hanoi continues to uphold its leading position nationwide with the highest score of 65.68. This milestone marks the third consecutive year that Hanoi has secured the top spot, with 18 out of 52 component indexes ranking first. 

Ho Chi Minh City ranks 2nd, Quang Ninh 3rd, followed by Hai Phong in 4th place and Hue in 5th.

The subsequent positions are occupied by Bac Ninh, Hung Yen, Da Nang, Khanh Hoa, Can Tho, and Tay Ninh.

For Dong Nai province, this year the locality ranked 12th out of 34 provinces and cities nationwide in terms of the PII Index, achieving a total score of 44.92. In recent years, Dong Nai has placed special emphasis on innovation and the development of a creative startup ecosystem.

The network of innovation enterprises in the province has become increasingly connected and expanded. According to the Department of Science and Technology, as of September 2025, the province boasts 88 innovative startup enterprises, 3 units with centers dedicated to innovation activities, 1 provincial-level advisory council for startup innovation, 4 units with departments or sections related to startups and innovation, and 7 units with startup and innovation clubs. Additionally, the province has 28 commercialized innovation products, 5 inventions and useful solutions based in the province, 553 applied scientific articles related to innovation, and 67 recognized initiatives in the public sector.

According to Vo Hoang Khai, Deputy Director of the Department of Science and Technology of Dong Nai province, in the coming period, the department will follow guidance from the Ministry of Science and Technology and review relevant resolutions issued by the provincial People's Council to revise its recommendations on mechanisms and policies supporting innovation and creative startups, in line with the spirit of Resolution No. 57-NQ/TW and the province’s practical conditions.
